Description
The National Oceanic and Atmospheric Administration (NOAA), Coastal Services Center (CSC), Charleston, SC, is issuing this Request for Information (RFI) to provide services for general facility and grounds operations, maintenance and support to include the following major items for two primary buildings (45,000 and 10,000 square feet) and surrounding storage sheds, etc. on 6.57 acres: (1) General physical plant operations of electrical and mechanical building systems including Heating, Ventilation, Air Conditioning (HVAC) systems, HVAC electronic controls maintenance, Liebert (computer room A/C), window A/C units, distribution panels, Uninterruptible Power Source (UPS), generator, and transfer switch operation, crawl space exhaust fan, hurricane shutter maintenance, and Automated Security Access System, monitors, VCRs, and camera maintenance. (2) General exterior building maintenance including EIFS, stucco, brick, roofing. (3) General interior maintenance to include painting, general plumbing, conference room folding panel maintenance, elevator maintenance and inspection, fire alarm and sprinkler maintenance, monitoring and inspection, handicap lift and call system maintenance, appliance maintenance, fire extinguisher and safety exit sign inspections and minor carpentry. (4) Vehicle scheduling/fueling/preventive maintenance and minor repairs, forklift operation and maintenance. (5) Daily uniformed, unarmed guard services (6) Daily janitorial and cleaning services (7) Weekly lawn, landscape and plant maintenance (8) Grounds maintenance including water supply and backflow preventive maintenance and inspection, storm drain, parking lot and sidewalk maintenance, and dumpster service. (9) Severe weather and after hours emergency response (within 2 hours) and support for continued operations. (10) Operational support to include mail distribution, consumable supply inventory and stocking, recycling, shipping and receiving, receipt and handling, courier services, furniture moves, office machine meter readings and minor maintenance, and water bottle supply, maintenance, inventory and distribution. This RFI is not a Request for Proposals (RFP), but rather, is an exploratory request to obtain pricing, market information, and capabilities for planning purposes. The Government is seeking to identify and resolve concerns regarding the acquisition strategy, including proposed contract type, terms and conditions, and the feasibility of the requirement as well as any other industry concerns or questions. Respondents are asked to provide responses which detail proposed methods for satisfying the above referenced requirements as well as preliminary cost/price projections associated with services to be provided. Please identify any previous Government contract experiences which are relative to this request. This RFI is NOT to be construed as a commitment by the Government to issue a solicitation or, ultimately, award a contract. Responses will not be considered as proposals nor will any awards be made as a result of this RFI. Any costs incurred as a result of responding to this RFI shall be borne by the respondent and cannot be charged to the Government for reimbursement. All information in this RFI represents an overview of the anticipated project, and is subject to change, and is in no way binding on the Government. The Government will acknowledge receipt of submissions but will not provide any feedback. Respondents are asked to provide information using WordPerfect 6/7/8 or Word files forwarded via e-mail to Ann.Whitsett@noaa.gov. Please limit responses to no more than twenty pages. To be considered, submissions must be received at the Coastal Services Center, 2234 South Hobson Avenue, Charleston, SC, 29405-2413 not later than 2:30 P.M., March 27, 2002.
