Description
This is a combined synopsis solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested in response to the following statement of work and a written solicitation will not be issued. This is a request for proposal, RFP 02X000104. This solicitation document and its incorporated provisions are those in effect through Federal Acquisition Circular #2001-04. This acquisition is 100% set aside for small businesses under the North American Industry Classification System code 541618. Award of a Firm Fixed Price type contract is anticipated. The period of performance shall be from the effective date of contract award through April 11, 2003, plus four 1 year option periods. All work is to be performed in the Washington, D.C. metropolitan area. No relocation or daily travel expenses will be provided. Description: Expert consultant services are needed for conducting the 2002 U.S. Savings Bond Campaign and Combined Federal Campaign (CFC) for the Department of Health and Human Services (HHS). HHS is a diverse government organization that has a history of meeting as much as 500% of the U.S. Savings Bond and 110% of the CFC campaign goals. To further familiarize yourself with HHS, you may visit our web site at the following URL: http://www.dhhs.gov Statement of Work for U.S. Savings Bond Drive Period of Performance: March 25, 2002 through July 19, 2002 Task 1 - Assist in the formation of the HHS Executive Committee; plan and facilitate the first Committee meeting; Task 2 - Establish initial contact with OPDIV/STAFFDIV coordinators; Task 3 - Develop agenda for initial OPDIV/STAFFDIV coordinators meeting. Hold coordinators meeting for the purpose of discussing responsibilities, duties, and goals; Task 4 - Attend U.S. Savings Bond Leadership Conference in Washington, D.C., sponsored by the Savings Bond Marketing Division of the Department of the Treasury; Task 5 - Facilitate selection and training of Canvassers. Work with coordinators to establish Canvassers for every element of the Department, nationwide. Work with Treasury Department personnel to assure all Canvassers in field offices are trained. Facilitate scheduling and location of training sites. Task 6 - Facilitate distribution of materials. Since this Drive is conducted for the entire Department nationwide from headquarters, this will be a very important aspect of the Drive. Distribution must be efficient and timely to all Canvassers in all areas of the USA. Task 7 - Execution of the Drive. Furnish ongoing, expert guidance to the PSC Executive Committee, OPDIV/STAFFDIV coordinators and Canvassers from the initial planning/training phase until completion of the Drive. Such guidance shall include, but not be limited to, completion of application forms, reporting results, various options for participation, questions regarding the legal aspects of Savings Bonds and other questions and problems concerning the Drive. Task 8 - Facilitate preparation of summary weekly reporting by OPDIV/STAFFDIV for the Department. Identification of areas of the Drive where additional assistance is needed. Facilitate Departmental reporting of ongoing results to Treasury Department personnel. Task 9 - Prepare final report of participation throughout the Department with respect to each goal. Prepare any additional reports for HHS as may be required by the Treasury Department. Prepare a certificate of appreciation for each Canvasser (approximately 2000). Deliverables for U.S. Savings Bond Drive Task 1 - Form Executive Committee, March 2002. Task 2 - Contact coordinators, April 2002. Task 3 - Coordinators Meeting, April 2002. Task 4 - Leadership Conference, April 2002. Task 5 - Select and Training Canvassers, May 2002. Task 6 - Distribute Materials, May 2002. Task 7 - Execute Drive, June 2002. Task 8 - Summary Reporting, July 2002. Task 9 - Final Closeout, July 2002 Statement of Work for CFC Campaign Period of Performance: August 16, 2002 through March 11, 2003 Task 1 - Facilitate Selection of OPDIV Coordinators - work with all HHS OPDIV heads to establish organization responsible for the campaign within each OPDIV and establish contact point. Call OPDIV coordinators meeting to discuss responsibilities, duties, goals. Task 2 - Facilitate Selection of Team Leaders - Contact OPDIVs to discuss traditional and institutional CFC reporting requirements and assist with identifying and developing teams within each OPDIV. Meet with OPDIV heads and team members to discuss campaign goals, responsibilities, and duties. Task 3 - Establish CFC Goals for HHS and Individual OPDIVs/STAFFDIVs. Attend CFC Campaign Leadership Conference to become familiar with the instructions from CFC headquarters key officials for this year?s Campaign. This will include the latest guidance from the Office of Personnel Management, pertinent logistical information required to conduct the HHS CFC, and receipt of campaign logos and related materials. Based on this information from the sessions and past performance and current employment strengths, work with the CFC Executive Team to develop Departmental and OPDIV goals. Discuss strategic models for reaching CFC goals within OPDIVs and obtain concurrence. Task 4 - Facilitate Selection and Training of Keyworkers. Work with OPDIV/STAFFDIV coordinators and other team members to establish keyworkers representing every element of HHS using traditional criteria proven over previous campaigns. Facilitate the scheduling and location of keyworkers training. Work with Loaned Executives to carry out this training. Task 5 - Facilitate Campaign Kickoffs. Work with Executive Team and OPDIV Coordinators to plan and implement campaign kickoff events at four HHS locations: Hubert H. Humphrey Building; Parklawn Building; National Institutes of Health; and the CDC/National Center for Health Statistics in Hyattsville. Facilitate appropriate entertainment, honor guard, refreshments, invitations of guest speakers, and preparation of award program material, (i.e., scripts for program participants). Task 6 - Facilitate Distribution of CFC Materials. Establish secured holding areas at three main HHS sites (D.C., Rockville, and Bethesda). Work with OPDIV/STAFFDIV coordinators to develop a distribution plan/network to assure the availability/accessibility of adequate supplies of CFC materials to all coordinators and keyworkers throughout the campaign. Contractor shall be responsible for assuring that CFC materials are provided to these individuals as needed. Task 7 - Execution of Campaign. Furnish ongoing, expert guidance to the Executive Team, OPDIV/STAFFDIV Coordinators and keyworkers from the initial planning/training phase until the completion of the campaign. Such guidance shall include, but not be limited to, completion of pledge cards, reporting formats, options for contributions, questions regarding the CFC function, and other questions or problems concerning the campaign. Task 8 - Facilitate Secretary?s Commitment Rally. Prior to Thanksgiving Holiday, work with Executive Committee to develop Commitment Rally in Secretary?s suite attended by the Secretary, all OPDIV/STAFFDIV heads and their representative coordinators. Objective from each OPDIV/STAFFDIV is to recognize their respective goals and offer verbal commitment to attain them. Task 9 - Consolidate Data and Prepare Financial Summary Reports. In accordance with CFC established deadlines, prepare weekly analysis of contributions from all HHS reporting points for prior week, and prepare brief written analysis of the HHS summary data, identifying areas where additional assistance is needed along with campaign performance. Prepare other reports as may be required by HHS for data concerning the campaign. Prepare memoranda for signature of Vice Chair to appropriate HHS officials as may be needed to inform them of campaign status, or progress toward goal. Task 10 - Closeout Ceremonies. Plan and coordinate awards ceremonies. Work with appropriate NIH Staff in the organization of their victory celebration, and prepare Certificates of Appreciation for NIH keyworkers. Work with Executive Team and HHS officials to plan and coordinate the Awards Ceremony to be held at Rockville and the one attended by the Secretary and all OPDIV/STAFFDIV Heads in the Hubert H. Humphrey Building. Facilitate appropriate entertainment, honor guard, refreshments, invitations of guest speakers, and preparation of award program material, (i.e., scripts for program participants). Prepare Certificates of Appreciation for all HHS Keyworkers. Task 11 - Campaign Closeout. Prepare final report of total contributions and a comparative analysis with goals for each reporting point in HHS. Prepare any additional reports for HHS as may be required by CFC headquarters for closeout. Task 12 - Facilitate Victory Celebration Follow-up. Distribute photographs taken at awards ceremonies. Distribute Certificates of Appreciation to all keyworkers. Prepare a file with all material pertinent to the campaign, including contact persons for various activities, copies of correspondence, reports, and any other information that may be useful to HHS in the planning and conduct of the CFC in the following year. All reports and files shall be completed by the end of the contract period. Deliverables for CFC Campaign: Task 1 - Call for and Select OPDIV Coordinators, August 2002. Task 2 - Call for and Select Team Leaders, September 2002. Task 3 - Establish OPDIV Goals, September 2002. Task 4a - Selection of Keyworkers, September 2002. Task 4b - Train Keyworkers, September 2002. Task 5 - Facilitate Kickoffs, October 2002. Task 6 - Distribute Material, October 2002. Task 7 - Report and Analysis of CFC Contributions-Weekly Starting October 2002. Task 8 - Hold Secretary?s Commitment Rally, between October - November 2002. Task 9 - Final Report of Contributions, February 2003. Task 10a - NIH Victory Celebration Ceremony, approximately March 2003. Task 10b - PKLN Victory Celebration Ceremony, approximately March 2003. Task 10c - HHS Award Ceremony, approximately March 2003. Task 11 - Submit Final Campaign Report and Files to Host Agency, March 2003. Task 12 - Victory Celebration Follow-up, April 2003. Technical Evaluation Criteria Evaluation of your proposal will be conducted as follows: Technical - 30 points, Past Performance - 60 points, Pricing - 10 points. Technical proposals shall be evaluated on two subfactors: technical approach (15 points) and quality of personnel (15 points). Your technical proposal must contain a writeup of your proposed approach to the campaigns including your proposed delivery schedule and resumes for the proposed personnel. The technical proposal is limited to no more than ten pages, single spaced, 12 pitch. Your business proposal must include a page labeled ?Past Performance Contacts? which lists three references for similar projects done within the past three years. The references shall include the names of a contact person to whom the Government may send a past performance questionnaire, the contacts? phone number, and fax number with a brief description of the project performed for each contract. Soliciting past performance information shall be done by the government. The business/pricing proposal must include the following three elements: 1) Labor - the hourly rate for each labor category proposed and the number of hours proposed; 2) Other Direct Costs - include those items and expendables normally used in mounting traditional campaigns such as award plaques given to key workers; 3) identify any other items required that would be government furnished. Submit individual proposals (both technical and cost) for each campaign (i.e., savings bond, CFC). The proposals must give a total price for the base year and all four (4) option years with a breakdown by the three (3) elements previously listed. The hourly rate given must be supported by a detailed breakdown indicating how it was derived, or, if the hourly rate is a previously established commercial or government rate, offeror may submit copies of prior invoices paid. The government is willing to pay an incentive if goals are exceeded by 5% or more. Please propose what incentive fee you would request and what penalty fee would be associated with not meeting the goals. Submit one original and two complete copies of your proposal. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offerors must include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer (as part of the pricing proposal).
