Description

NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement cons titutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number DAJA22-02-T-0126 issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-5. The simplified acquisition procedures of FAR Part 13 are applicable to this procurement. This procurement is to purchase QTY 500 of CLIN 0001 washing machines, household type maximum 85 cm high/ 60 cm wide/60 cm deep, white (control panel may be of different color), front loading, freestanding, minimum 7 (seven) KG dry laundry capacity, for 230 V, 50 Hz electrical supply with 3-wire power cable with right-angle German Schuko plug, one English ins truction manual, and removable tabletop for undercounter use. Inscriptions/instructions on appliance must be in English or in appropriate symbols. The appliance shall conform to the European Communities (EC) directive CE and carry the CE mark. The appli ance must have performance ratings (energy label) per Norm EN 60456 of at least B in any two of three ratings (Energy Class, Wash Efficiency, and Spin Class) and no less than C in the remaining third rating. If by design the mechanical lock of the appliance's door remains locked for a safety period after the end of the washing program or after the turn-off of power and there is no electrical lock, a resistant label of suitable size lettered in English language shall be affixed to the vision glass of the front door or near the front door lock instructing the user as follows: DOOR WILL REMAIN LOCKED FOR A SAFETY PERIOD AFTER THE END OF THE PROGRAM OR THE TURN-OFF OF POWER. DO NOT FORCE DOOR OPEN! If the a ppliance is equipped with a lint filter (Flusenfilter), a heat/wear and tear resistant label in English language (multi-lingual labels are acceptable) of suitable size shall be affixed near the lint filter instructing the user as follows or in similar unmi stakable terms: LINT FILTER INSIDE MUST BE CLEANED FREQUENTLY. Spare parts shall be readily available to the US Army and its contractors. The offeror/manufacturer shall accept orders for spare parts regardless of the total material value, i.e. even smal l orders shall be accepted. Offeror must submit spare parts availability and warranty information as required by the addendum to 52.212-4. The repair manual shall be comprised of a parts lists, drawings, exploded view drawings, and a trouble shooting gui de (if not contained in user's manual). The government will award a contract resulting from this RFQ to the responsible offeror whose offer conforming to this notice will be most advantageous, representing the best value to the government price and other factors considered. A firm fixed price de finite quantity, definite delivery contract will be awarded. Contractor is encouraged to deliver the total quantity as soon as possible after award of contract. Partial deliveries are permitted, however, the total quantity shall be delivered (F.O.B. Destination) no later than 1 0 (ten) weeks after award of contract. The following Best Value factors shall be used (not in order of importance) for evaluating the offers 1.) price, 2.) warranty, 3.) parts availability, and 4.) performance ratings. The failure of an offeror to provide information sufficient to determine conformance with the solicitation or evaluation factors may result in the offeror being ineligible for award or the offer r eceiving a low evaluation. The provision at FAR 52.212-1 Instructions to Offerors, applies to this acquisition with the addendum that offerors are required to submit warranty information, parts availability, and performance ratings per EN 60456 with their offers. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with the offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items with addendum, applie s to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The awardee shall be required to provide repair manuals within 4 weeks after award. Questions must be submitted by end of business March 18, 2002.
