Description
NA 1. CONTRACT INFORMATION: A-E services are required for Photo mapping and Related Services within the limits of the New Orleans District. One, 1 year Indefinite Quantity Contract NTE $1,000,000.00 base year, with 2 option years of $1,000,000.00 each, is s cheduled for award on or about February 2003. The base period and each option period shall not exceed one year each. Work assignments will be via fixed price task orders. One vendor will be selected for the services. If a large business is selected for this contract it must comply with FAR 52.219-9, regarding the requirement for a subcontracting plan for work it plans to subcontract. The plan is not required with this submittal. 2. CONTRACT ASSIGNMENTS: Field assignments shall include Light Detection & Ranging (LIDAR), aerial photography, both traditional and digital, and GPS and conventional surveying to support these activities. Surveys shall be either second or third order ac curacy, with most assignments of third order. Office assignments shall include: preparation of digital orthophoto maps; scanning and warping photos into rectified continuous tone digital files; computer generated mosaics; rectified photographic maps; pho togrammetric compilation; GIS data attribution to include designing, developing, and populating data bases with text-related information in strict adherence to the Tri-Service Spatial Data Standards (SDS) with all delivered digital GIS data submitted in co mpliance with SDS in the format specified (either Intergraph Modular GIS Environment (MGE) or ESRI Arc View) along with the ORACLE database; create Metadata in compliance with the Federal Geographic Data Committee Standards; create HTML and Internet produc ts; LIDAR data collection and processing; create LIDAR derived digital elevation models and products; airborne GPS flight planning; develop contours by photogrammetric methods; furnish contact and rectified photographic prints and diapositives for use with stereo plotting equipment; select and mark image and pass points on photos and diapositives; make comparator or analytic stereo plotter measurements; perform analytic aero triangulation; prepare flight maps; develop film negatives; and other general draft ing and CAD work necessary to prepare controlled and uncontrolled maps. The formats (digital and/or hardcopy) for all data sets, to include CAD and GIS maps, will be stated with each task order. 3. MINIMUM PERSONNEL AND EQUIPMENT: To be considered for selection, a firm must Demonstrate the capability to perform the services listed above and the capacity to provide the following minimum personnel and equipment: one registered land surveyor or registered professional engineer; one conventional 4 person survey party; one 4 pers on GPS survey party; capability to equip the two crews with necessary field equipment; one certified photogrammetrist; two computer technicians, one fluent in GIS; one competent in providing data to the Web; two cartographic technicians; two stereo plotter operators; one photo technician; one fluent in GIS; one competent in providing data to the web; two cartographic technicians; two stereo plotter operators; one photo technician; one aircraft pilot (commercial ? with 250 hours of aerial photo experience); one aerial photographer (with 250 hours of experience); one aircraft capable of maintaining cruise speed necessary for taking photographs with a 6? focal length lens for photo scales within the range of 1:40,000 to 1:60,000 or be equipped with a 3.5? focal length lens to achieve those scales (in general aerial photography will be taken using a 6? focal lens for photos under the 1:40,000 scale); one conventional aerial photography camera (RMK or equal) of 9: format with an Area-weighted Average Resolution of 90 or above (provide calibration report); a LIDAR system; one CAD workstation; one digital aerial photogrammetric camera (or having access to one); one plotter; one photo-scanner (with 1600 dpi capability); one rectifying enlarger 26?x36?; one analytical stereo plotter; one 9?x9? contact printer. A calibration report for each camera (conventional and digital) must be submitted with the contractor?s 255/254. 4. SELECTION CRITERIA: See note 24 for general selection process. The selection evaluation factors, in order of preference are: (1) Specialized Experience & Technical Competence; (2) Capacity to perform work; (3) Knowledge of geographic area; (4) Quality control plan; (5) Past Performance; (6) Professional Qualifications; (7) Safety Plan and Performance; (8) Geographic Proximity of Firm; (9) Volume of DOD Work; (10) Extent of SB and SDB Participation (including women-owned), Small Disadvantaged Business, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the total estimated effort. Criteria (1) through (7) are primary. Criteria (8) through (10) are secondary and wi ll be used as ?tie breakers? among technically equivalent firms. 5. SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements. Firms which meet the requirements described in this announcement, are invited to submit 5 copies of SF 254 and 255 for the prime firm and all consultants within 30 days of the publication. If the 30th day is a Saturday, Sunday or Federal Holiday, the deadline is the close of business of the next business day. Include ACASS number in the SF-255, Block 3.b. For ACASS information call (503) 326-3459. Also, provide a statement co ntaining the aircraft?s altitude range and minimum cruising speeds as well as the latest camera calibration report.
