*****MODIFICATION 1. PROJECT INFORMATION: INDEFINITE DELIVERY-INDEFINITE QUANTITY (IDIQ) A-E SERVICES CONTRACTS: General Services Administration (GSA) intends to award three (3) contacts for Multi-Disciplinary Architect-Engineering A-E Services for Commercial and Industrial type activities at the General Administration Services, Public Building Service, Customer Support Services, Seattle WA. The closing date for the receipt of responses is 2:00 p.m. local time (PST) on April 4, 2002. Multi-Disciplinary A-E Services shall include capabilities for Architectural, Interior Design, Landscape Design, Electrical Engineering, Mechanical Engineering, and Civil Engineering, Structural Engineering, Surveying and Hazardous Materials investigation and design. A-E Services include fact-finding studies, site surveys, investigations and economic analysis in support of design requirements; the production of designs, construction drawings, specifications, and estimates as required to execute construction projects to existing federally-owned and leased facilities. At the option of GSA, the A-E shall provide inspection services during the construction phase. The indefinite-delivery, indefinite-quantity (IDIQ) contracts will have a maximum monetary limit of $ 1million, with a minimum guaranteed of $5,000 against which individual delivery orders may be written for a maximum of $200,000. The contract award and starting date will be approximately May 01, 2002 for a 12-month period followed by as many as four (4) additional optional 12-month period(s) as determined by GSA. Typical work includes but is not limited to: Additions to existing facilities; Remodel/Renovation of existing facilities; Alteration and repair of miscellaneous infrastructure services and utilities; Interior Designs in support of facility projects and provide various construction management services to include evaluation of contractor designs, review and recommendation of material submittals, provisions for random construction inspection and design of contract modifications beyond the original scope of design services. Provide coordination with other Government agencies to obtain necessary permits, formal inspection and final Government acceptance. 2. SELECTION CRITERIA: The selection criteria for this particular project are listed below in descending order of importance. a. Professional qualifications of firm?s staff and consultants to be assigned to this project, including all proposed consultants, in executing the scope of this contract. Emphasis is placed on project management capabilities necessary for satisfactory performance of required services and key personnel assigned to the contract. b. Experience in undertaking multiple task orders with similar delivery dates and delivering on condensed schedules. c. Experience of the utility, mechanical and electrical members in facility renovation work. Experience is relevant to the last five years. d. Capacity: The ability of the firm to accomplish contemplated work within a reasonable minimum time limit as demonstrated by the teams history of successfully completing projects in compliance with performance schedules and providing timely construction support. Of primary concern is the firm?s ability to deliver work on multiple overlapping task orders. e. Relevant past performance within five years on contracts with Government agencies and private industry in terms or cost control, quality of work, and compliance with performance schedules. Provide project title, location, team member(s) who participated in the cited project and the nature of their responsibility, dollar value of the work for which the team member was responsible, total project cost, date of construction completion, owners point of contact (name, Title, current telephone number and/or e-mail address). f. Demonstrated knowledge and application of sustainable design principles, including prescribing the use of recover materials and achieving waste reduction and energy efficiency in site, facility and landscape design. g. Location: The location of the firm and its proposed project team within a fifty (50) mile radius to the Jackson Federal Building, 915 2nd Ave, Seattle WA 98714; The location of the firm and its proposed project team within a fifty (50) mile radius of the Bellingham Federal Building, 104 W. Magnolia, Bellingham, WA 98225; The location of the firm and its proposed project team within a fifty (50) mile radius of the Border Patrol Section Headquarters, 1590 H Street Rd, Blaine, WA 98230. h. A-E firms will be considered local only if the firms corporate office is in the geographic area or a branch office is located within the radius identified above and all the architectural design, coordination, and management of the project will be performed by that office. If firm has multiple offices; firm must designate office location and single point of contact where work is to be accomplished. i. Location in the general geographic area of the project and knowledge of the locality of the project: provided, that application of this criteria leaves an appropriate number of qualified firms, given the nature and size of the project; j. Volume of work awarded by Government agencies and private industry during the previous 12 months to the firm and consultants to be used on this project; and, k. Extent of participation of small disadvantaged businesses or women owned firms and their use as a primary consultant. The evaluation process will include one (1) hour of interviews at the location of the A-E firms selected to participate in the evaluation process. GSA will tour the A-E facilities concurrent with interviews. An oral or written de-briefing will be conducted upon completion of the evaluation process. 3. CONTRACT INFORMATION: The NAICS Code for this procurement is 54131; SIC code for this procurement is 8712 and the annual size standard is $4,000,000. *****This procurement action is 100% set-aside for Small Business, of which 33% is set aside for 8(a) competitive. Qualifying firms desiring consideration should submit two copies of SF 255, including an organizational chart of key personnel to be assigned to this project, current SF 254, and consultants current 254 to the below address. *****GSA will award three contracts: One in support of Bellingham, Blaine Border Patrol Station; Two contracts in support of Seattle. Cover letters and unnecessarily elaborate brochures or other presentations beyond those sufficient to present a complete and effective response are not desired. No additional project information will be given to A-E firms. Phone calls are discouraged unless absolutely necessary. Submittal by fax will not be considered. THIS IS NOT A REQUEST FOR PROPOSAL.
