- Description
- The Center for Mental Health Services (CMHS), SAMHSA, intends to award multiple Indefinite Delivery Indefinite Quantity (IDIQ) type contracts for the requirement titled ?CMHS Program and Analytical Support Services.? Each contract will include one base year and four option years. Task orders awarded in the option years can extend beyond the life of the IDIQ. Task Orders will be awarded under each IDIQ contract on a performance-based cost-plus-award-fee basis, and for up to $10 million maximum per year. The minimum guaranteed award is a one time amount of $25,000 per contractor, during the life of the IDIQ contracts. SAMHSA is soliciting proposals from organizations capable of performing one or more of the following project domains: (1) pilot, analytical, and evaluation projects; (2) statistical projects; (3) program related projects; (4) Policy formation and Analysis projects; (5) Communications, Awareness, Education Projects; (6) Consumer, Family, and Provider Projects; and (7) Logistical Support for Conferences and Meetings; Technical Assistance and Report Preparation. Domains 1 through 6 are NAICS Code 541611; Domain 7 is NAICS Code 5614. Note: Domain #7 is Set-Aside only for Small Disadvantaged Business, and 8(a) Organizations competitive participation. These domains are applicable to all of the program operations of the Center for Mental Health Services. Offerors may selectively propose for one or more of the first six domains, but are strongly encouraged to submit proposals for no more than 2 - 3 domains. Offerors must submit proposal only for those Domains in which they are highly qualified, each of which will be evaluated separately. A successful offeror must demonstrate (1) an understanding of the project, including major policy/program issues facing CMHS and its components; (2) a management and staff plan that demonstrates the availability of staff with the range of skills/experience required; (3) corporate qualifications and experience in managing projects of similar size, scope, and content; and (4) the availability of required ADP hardware/computer equipment, facilities and resources. For each domain that offerors submit proposals, the offeror is required to construct a hypothetical project and to provide appropriate staffing, hours, and cost estimates for this project. The estimated date for issuance of RFP No. 280-02-8067 is schedule for release approximately March 12, 2002, and proposals are due to be received in the Contracts Office 45 calendar days thereafter. This solicitation may be obtained in either of two ways; by mail or by electronically downloading the file from the SAMHSA Web Site at http://www.samhsa.gov. Files will not be made available on the web site until on or after the estimated issuance date. Once downloaded, if you determine that you have a continuing interest in the RFP, you may write to the Contract Specialist listed below requesting that copies of amendments to the RFP (if any) be sent to you by mail. Amendments will be posted on the website; however, we have no way to assure, and will therefore assume no responsibility for assuring, that you have downloaded these amendments. Requests for copies of the RFP to be mailed must be made in writing or by facsimile (301-443-0019) and will be honored if received within twenty (20) calendar days after issuance of the RFP. Requests received after this period will be filled on a first-come, first-served basis until the supply is exhausted; however, there is no assurance that copies requested after the twentieth day will reach the requestor in sufficient time to permit an adequately prepared response.
