Description
The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station (CSS), Panama City, Florida, intends to award a solesource purchase order to L3 Communications, Communication Systems West, of Salt Lake City, UT for a continuation of technical support required to assist in the continued development and testing of the LPDL system. The Laser Phone and Distance Line (LPDL) is a wireless, eye-safe laser system technology demonstration of equipment designed to replace the existing Bridge-to-Bridge Phone Distance Line systems currently used during underway replenishment (UNREP). The LPDL is an ongoing joint Navy/Private Industry technology demonstration. LPDL hardware will show how a system of this nature can reduce UNREP manning requirements and improve personnel safety. The demonstration hardware will also implement a high-bandwidth data link between the ships t hat will be capable of replacing Station-to-Station phone lines that must be strung between the ships during UNREP. In-plant demonstrations of the LPDL system have already been conducted, followed by a small boat system test at CSS, during which some system deficiencies and problem areas were noted. Contractor support is now required to conduct systems analyses and resolve problem areas noted in the initial small boat test, accomplish and document any required follow-on testing, and provide an LPDL system for a full-scale at-sea demonstration of the improved LPDL system on selected Navy ships. This acquisition is unsuitable for full and open competition for the following reasons. The original LPDL selected for evaluation was essentially a commercial system originally developed by L3 Communications. Thus this became a joint Navy and industry project with the eye towards devel oping an improved system capable of meeting Navy requirements but still having commercial applications. Over the period of the demonstration to date numerous modifications and improvements to the basic system have been developed by L3 to meet the strenuous military operating environment. No other contractor has the in-depth knowledge of the system design required to continue development in a timely and cost-effective manner. No other known vendor could overcome the learning curve in sufficient time to recoup costs the Government has already invested. Therefore, only L3 is qualified to perform this work. NAISC is 541710.
