- NA The U.S. Army Communication-Electronics Command (CECOM), Night Vision and Electronic Sensors Directorate (NVESD), Humanitarian Demining Office proposes a non-competitive acquisition with The Council for Scientific and Industrial Research (CSIR) (Defencetek ) in cooperation with Mechem Consultants (a division of Denel (Pty) Limited) to research, develop, demonstrate and validate individual Lower limb protection items in support of Humanitarian Demining activities. The overall purpose being to offer an altern ative source of energy absorbent other than that of a manual deminer's foot and lower limbs and thereby determine the design, material and other criteria for foot and lower limb protection as well as establishing the level and parameters of that protection . Currently, there is no appropriate lower limb protection for deminers against the direct effects from stepping on Anti-Personnel landmines. Current, available lower limb protective equipment was tested in the Lower Extremities Assessment Program (LEAP) in 2000. Most deminers do not wear protective footwear because it has been shown to be ineffective and in some cases more deadly to the operator. Metal reinforced boots often become additional shrapnel during an explosion resulting in greater damage to t he legs and groin area. The proposed work will attempt to demonstrate new advancements in the area of deminer lower limb protection technology. This project will use the extensive knowledge that Mechem Consultants has in blast protective vehicles to devel op new protective footwear, which will not only significantly reduce the damage the AP landmine inflicts on the contact foot of the deminer but also reduce dramatically the further effects on the rest of the deminer's body. The duration of this effort is 9 months. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1), Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. However, all responsible sources that can provide supporting data to demonstrate they can successfully provide the above Lower Limb Protection Device may submit a quote that shall be considered by the agency. Offerors must possess technical expertise and/or experience building prosthetic/extended reach devices. Res ponses should be no longer than five (5) pages. Responses are to be received via email not later than 29 April 2002 at 12:00 pm Eastern Standard Time. All requests for further information must be in writing or via email, telephone requests for additional information will not be honored.
