- Description
- NASA/ARC plans to issue a Request for Quotation (RFQ) for fiber optic equipment for FSI SC2000 & SC3000 cameras. This equipment is required to remotely control FSI SC2000 and SC3000 cameras from PC computers for ground testing applications where the separation distance between the cameras and computers requires high-bandwidth fiber optic data transmission capabilities. This equipment is required to support mission ground testing work scheduled to begin April 29, 2002 at NASA Glenn Research Center & Boeing/Mesa test facilities. These four items must have the following capabilities: (1) Digital frame grabber for FSI SC2000 & SC3000 cameras, Coreco Imaging IC2-DIG-16, PCI bus, driver MVCNTP.SYS version 5.0 or higher. Windows 95, 98, ME, NT 4.0 and 2000. (2) Fiber optic link kit for FSI SC2000 & SC3000 cameras. (3) Power supply for FSI SC2000 & SC3000 cameras. (4) Fiber optic cables for fiber optic link kit, 4 channel, 100 meter length, multimode, type OFNR, Type ST connector termination, 62.5 um diameter core, 125 um diameter cladding, 250 um diameter primary coating, 900 um secondary buffer diameter, 0.275 numerical aperture, attenuation 3.0/1.0 dB/km at 850/1300 nm wavelengths, bandwidth 60/500 MHz-km at 850/1300 nm wavelengths, 65 kg/km cable weight or less, 8.0 mm cable diameter or less, 2000 N max. installation tensile load, 12.0 cm min. installation bend radius, 800 N. max. operating tensile load, 8.0 cm max. operating bend radius, 1500 impact resistance, 2200 N/cm crush resistance. -45 to +85 deg C operating temperature, UL Listed type OFNR (1966) flame retardancy. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/ARC intends to purchase these items from Flir Systems of North Billerica, MA under the authority of 10 U.S.C. 2304(c)(2), Unusual and compelling urgency. This photographic equipment is manufactured especially for the FSI SC2000 and SC3000 cameras. FLIR systems is the original manufacturer of the cameras, therefore no other sources can meet our requirements. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 27, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
