Description
NASA/MSFC plans to extend its Center Operations Support Services (COSS) contract on a sole source basis. The COSS contract furnishes the necessary management, personnel, equipment and materials (not otherwise provided by the Government) to operate and maintain facilities and all related functions at MSFC located in Huntsville, Alabama. The work can be broken down into the following elements: Management, Engineering and Planning, Operation and Maintenance, and Program Support. The current contract completion date is August 31, 2002, and the services defined above will be continued for up to six months (a three-month base period with three one-month options) through February 28, 2003. NASA/MSFC intends to purchase the services defined above from Eggerton, Germishausen, and Greer, Inc. (EG&G) pursuant to FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). This extension will allow NASA/MSFC sufficient time to complete the follow-on recompetition for the COSS contract (which is in process) and transition to the successor contract. Safe, efficient operation of the facilities, as well as timely support to users, are key factors in the work under the contract. Given the duration of this extension, no other sources could be expected to take over for the period specified and be expected to perform at an acceptable level due to the training requirements and complexity of the functions involved in performing the job. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on the Response Date identified in this notice. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses, is solely within the discretion of the Government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
