Description
The National Oceanic and Atmospheric Administration (NOAA), Stellwagen Bank National Marine Sanctuary (SBNMS) is issuing notice of intent to negotiate a sole source procurement with the International Wildlife Center (IWC), to expand a previous vessel use survey and to provide technical assistance and expert advice on marine mammal issues. A vessel use survey requires making observations of vessels and fishing gear which sometimes involves subjective interpretations. It is important in this type of study to decrease observer error by using the same methodology and personnel from the previous study. The Contractor will coordinate and facilitate research on vessel uses within SBNMS as well as the possible influences of vessels on marine mammals. These new studies focus on the key issues of vessel speed and acoustic pollution. The IWC is in a unique position to initiate these studies rapidly and cost effectively by replicating the previous methodology. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Period of performance will be 6/01/02 through 5/30/03 with one year option period. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by April 12, 2002. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Notes 22 and 26 apply.
