- Description
- The proposed acquisition is 100% Small Business Set-aside under the FAR subpart 13.5, Test Program for Certain Commercial Items. The policies contained in FAR Part 12, Acquisition of Commercial Items shall be used. The NAICS Code is 332999. Size Standard is 500 employees. The contractor shall overhaul, outfit, and transport various types and sizes of U.S. Coast Guard (USCG) Aids to Navigation (A/N) buoys. The contractor will be responsible for, as a minimum, the pickup and delivery of Government-owned property at various USCG sites in District 13 and routine and/or emergency type overhauls and maintenance. Major pickup and delivery sites are: Coast Guard Tongue Point Facility, Astoria, Oregon; Coast Guard Buoy Storage Facility Portland, Oregon; Coast Guard Integrated Support Command, Seattle, Washington; or U.S. Navy Station Everett, Washington. The successful offeror will be responsible for all transportation and transportation costs to and from the required points of pickup and delivery. Offerors will be required to provide transportation costs in their proposals. The performance period for the Base Year is 01 September 2002 through 31 August 2003, with four (4) priced and evaluated one-year options. Indefinite Delivery-Requirements type contract is contemplated, with fixed-priced unit prices for each type and size of buoy. Inspection and Acceptance will be performed at the Contractor?s facility. The Government?s Quality Assurance Evaluator (QAE) will travel from Tongue Point, Astoria, Oregon to perform inspection and acceptance. The Government will establish an evaluation cost factor(s) in the solicitation to evaluate the costs to the Government to perform this service. Details of any pre-proposal conference or site visit will be in the solicitation. All questions relating to this solicitation must be in writing and must be received by the date set in the solicitation. Award will be based on the best value to the Government. The solicitation will be posted on the Electronic Posting System (EPS) on or about 12 April 2002. Hardcopies of the solicitation are not available. All interested small businesses must download the solicitation and subsequent Amendments from the EPS. All Amendments to the solicitation will be posted on the EPS. For informational purposes: Minority, Women-owned and Disadvantaged Business Enterprises, the Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime rates to provide accounts receiving financing. The maximum line of credit is $500,000.
