Description
The Defense Meteorological Satellite Program (DMSP) Systems Program Office (SPO) anticipates releasing the second, draft request for proposal (DRFP) on 15 Mar 02 and request comments by close of business on 20 Mar 02. As of this date, formal release is anticipated on 22 Mar 02, for the DMSP Flight Software Independent Verification and Validation (IV&V). This acquisition is designated as a small business set-aside with a NAICS 541710 with 1000 employees. The incumbent contractor is Integral Systems, Inc. The documents can be accessed on DMSP World Wide Web at: http://www.losangeles.af.mil/smc/ci/ivv/ivv.html. This contemplated effort provides for 1) IV&V of flight software for on-orbit phase for satellite attitude control, housekeeping, and commanding, 2) Utilization of government owned equipment for the Real Time Interactive DMSP simulator (RIDS), to simulate the operation of spacecraft including monitoring and reporting the state of health of the RIDS to a government contractor, 3) Verification of flight software code, ensuring agreement and correctness between the code and the specifications for the code, 4) Validation of the flight software code, which includes running the code through all operational conditions and some anomalous conditions by simulation on the RIDS, 5) Certification of flight worthiness of the flight software by ensuring that all the flight software is compatible and correctly operates from lift-off to handover, and will be evidenced by the Contractor declaring the flight software to be flight worthy and free of defects, and 6) Technical support for operational on-flight operations. This support includes assisting teams of experts in early orbit operations resolution of on-orbit anomalies. A cost-plus, fixed fee type contract is anticipated with annual options. The length of the effort is estimated to be a basic with 9 annual options and an option for phase-out. This proposed acquisition was published on 6 Apr 01 and 31 Jan 02. This notice does not constitute and IFB or RFP. Also be advised that an Ombudsman has been appointed to hear concerns from potential offerors during the planning phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the System Program Director or the Contracting Officer, but to assist in communicating offeror concerns, issues, disagreements and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Also be advised that an Ombudsman has been appointed to hear concerns from potential offerors during the planning phase of this acquisition.
