Description
In accordance with Federal Acquisition Regulation 5.202(a)(12), Notification of Proposed Contract Action was not advertised in the Commerce Business Daily as only United Kingdom sources will be solicited and all services will be performed outside the United States. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subparts 12.6, 13.5 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number is F61775-02-T-0264 and is issued as a Request for Quotation (RFQ). This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-05. This acquisition is unrestricted. The following provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors-Commercial, with addenda: paragraphs (h) and (i) of this provision do not apply. FAR 52.212-2, Evaluation-Commercial Items, with the following addenda: paragraph (a) is filled in with (1) Technical Capability to meet the Government needs; (2) Past Performance; and (3) Price. This will be a best value award. FAR 52.212-3(h)(1&2), Offeror Representations and Certifications-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items, without addenda; 52.212-5 Dev, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, without addenda; 52.229-6, Taxes-Foreign Fixed Price Contracts; 52.232-34, Payment by Electronic Funds Transfer. DFARS 252.212-7001(Dev), Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial Items; 252.225-7042, Authorization to Perform; 252.229-7000, Invoices exclusive of tax or duties; 252-229-7006, Value Added Tax (VAT) exclusion and 252.233-7001, Choice of Law. Manufacturer?s standard commercial warranty is applicable to equipment/supplies ordered herein. Warranty certificates, if applicable, shall be provided upon delivery. FOB Destination (Carriage Included): All quotes are desired to be submitted with carriage included in the unit price. All FAR, DFARS AND USAFE clauses, in full text, can be found at URL http://farsite.hill.af.mil. The U.S. Air Force 48th Contracting Squadron intends to award a Fixed Price Purchase Order for the Refurbishment of Flight Line Halon Fire Extinguishers at RAF Lakenheath, Brandon, Suffolk IP28 9PN UK. Performance shall start upon contract award and not to exceed 10 weeks. The following Contract Line Item (CLIN) is applicable to this requirement: CLIN 0001, Fire Extinguisher Refurbishment Services, Qty 100 Each, Unit Price, Total Amount. Description: Contractor to provide all materials, parts, transportation and labor necessary to pick up and refurbish Halon Fire Extinguishers in 2 lots of 50 each to be collected from RAF Lakenheath buildings 1200, 1055 or PAS 81 (Fire Dept Storage) as applicable. Statement of Work: 1.0 The following are specific contractor requirements: (a) Pick up and record weight of each unit; (b) Empty unit and store Halon 1211 in bulk containers; (c) Carry out full service as detailed in Amerex service manual; (d) Fully strip down complete frame; (e) Hydrostatically test the cylinder and hose; (f) Ensure Ultrasonic Shearwave Inspections are performed; (g) Supply and fit new nuts and bolts to frame and service the wheels/tires; (h) Tires shall have new tubes fitted and valve stems replaced, filled to proper PSI; (i) Remove all stickers, etc on units; (j) Shotblast to British standard SA2.5, (k) Primer units using zinc phosphate primer, first coat in Hi Build Weatherproof, Mid Coat and finish with a Hi Gloss Weatherproof Top Coat to British Standard 4800; (l) Re-fit reflective tape; (m) Fabricate and apply an RAF Lakenheath crest label to each cylinder; (n) Stencil numbers and details to each cylinder as required; (o) Re-assemble unit and recharge unit with 150lb halon 1211 and nitrogen; (p) Leak test and record service date, attach new tag, stencil on carriage frame the date of the hydrostatic test. (q) Upon completion all pressure readings shall be in the half way point in the green area of the gauge. 2.0 Government Furnished Items: (a) The Government will provide the contractor with an RAF Lakenheath crest patch to use in the fabrication of the crest labels. (b) The Government will provide the contractor with an extra Halon 1211 fire extinguisher to top up all low units as required. Remarks. 1. Include a completed copy of the provision at FAR 52.212-3(h)(1&2), Offeror Representations and Certifications 2. All responsible and qualified sources may submit a quotation, which shall be considered. 3. It is anticipated that award will be made without discussions; although, the government reserves the right to hold discussions if necessary. 4. Quotes shall contain at least three (3) references that have received similar equipment/services during the last three (3) years, with phone and fax numbers of individuals, to obtain Past Performance Information. 5. Quotations must be received by 28 Mar 02 at 1630 (4:30 p.m.) GMT and reference the solicitation number.
