Description
Pre-solicitation Notice, NAICS 541710 Title:Methodology for Developing Modal Emissions Rates for the EPA Multi-Scale Motor Vehicle & Equipment Emission System (MOVES) The U.S. Environmental Protection Agency Office of Air and Radiation, has a requirement for proposals to provide the service of developing a new set of modeling tools for the estimation of emissions produced by on-road and off-road mobile sources in the variable real world environment. The project is titled Multi-Scale Motor Vehicle & Equipment Emission System (MOVES). An acceptable proposal shall encompass all necessary tools, algorithms, underlying data, and guidance necessary to estimate emissions of all pollutants (including HC,CO, NOx, particulate matter, air toxics, and greenhouse gases) and all mobile sources at the levels of resolution needed for the diverse applications of the system. The work shall include the design of flexible and efficient software. The MOVES project will use emission data gathered by using on-board emissions measuring devices and shall be predicated on emission rates defined by vehicle and modal operation bins. The development of modal emission rates using a "binning" approach has been successfully demonstrated. The development of emission rates for these bins in MOVES will be the ultimate purpose of the methodology developed under this proposed Firm-Fixed-Price purchase order. Award will be made to the offeror whose proposal provides best value to the EPA, technical, price and other factors considered.
