Description
NASA/KSC plans to issue an Invitation for Bid (IFB) for Helium that conforms to MIL-PRF-27407B, dated 25 August 1997, Type I-Gaseous Helium, Grade A and Type II-Liquid Helium. This IFB will consolidate all the Agency's requirements for Helium, with a contract performance period of five (5) years, including options. Delivery will be required to the following destinations: Moffett Field, CA; Edwards, CA; Greenbelt, MD; Wallops Island, VA; Pasadena, CA; Houton, TX; Las Cruces, NM; Kennedy Space Center, FL; Hampton, VA; Cleveland, OH; Sandusky, OH; Huntsville, AL; New Orleans, LA; Tucson, AZ; Huntington Beach, CA; Palmdale, CA; Canoga Park, CA; Stennis Space Center, MS; Corinna, UT; Palestine, TX and Ft. Sumner, NM. The resultant contract(s) will be a firm-fixed price, requirements type contract, with delivery orders placed for specific requirements at each destination. Multiple contract awards may result; however, there will only be one (1) contract per delivery destination. Quantities will be defined in the IFB along with a forecast of best estimated quantity per delivery destination. The Government intends to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 32512 and 1,000, respectively. The DPAS Rating for this procurement is DO-C9. The provisions and clauses in the IFB and model contract are those in effect through FAC 01-05. All qualified responsible sources may submit an offer, which shall be considered by the agency. The anticipated release date of the IFB is on or about April 1, 2002, with an anticipated offer due date of May 1, 2002. An ombudsman has been appointed - See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
