- Description
- The National Institute of Standards and Technology intends to enter into a sole-source procurement with Silber and Associates of Clarksburg, MD under the authority of 41 U.S.C. 253 (c)(1) - Only one responsible source. The contractor shall conduct additional interviews for post project surveys of the Advanced Technology Program (ATP) project participants. The survey is a complex instrument, customized closely to specific characteristics of ATP projects. Because of the complexity of the survey questions, it is important that the same interviewer administer the survey in order to obtain consistency with the first round of interviews. In addition, the contractor will be required to construct and deliver the survey data in appropriate structure with prior post project survey data. The contractor is uniquely qualified due to its experience and knowledge of ATP and the required information needed as well as knowledge of the database system used to collect the data. The contractor developed the original survey and conducted the first round of interviews. The Government anticipates the award of a firm-fixed price purchase order on or about April 1, 2002. The proposed requirement is for services for which the Government intends to solicit and negotiate with one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A Request for Quotation (RFQ) is not available.
