- Description
- This procurement is for services, to update where applicable the installation Spill Prevention, Control and Countermeasures (SPCC) Plan. A non-competitive negotiation is proposed with Carpenter Environmental in accordance with FAR 6.302-1 "Only One Responsible Source, because Carpenter Environmental prepared the most recent update of the installation's SPCC plan. Therefore, Carpenter Environmental is familiar with the installation's facilities, and knowledgeable of the content of the plan to be updated. Procuring their services for this project will result in significant savings for the US Government. See numbered note 22. As part of the update, the SPCC plan renewal must reflect new aboveground storage tanks and the plan must be reviewed, updated and certified/sealed by a professional engineer (P.E.) pursuant to 40 CFR 112.3 (d) who shall attest that the plan has been prepared in accordance with good engineering practices. The contractor shall visit and site inspect the oil storage facilities at the Arsenal to assure that they meet the applicable laws and regulations cited above. The contractor shall review the SPCC portion of the emergency response Integrated Contingency Plan (ICP) including any in-house performed updates or changes and prepare and incorporate any additional revisions or changes to correct any deficiencies found in this plan. The contractor shall update and then certify that the SPCC portion of the ICP comply with 40 CFR 112.3, 112.7, and good engineering practices. The certification shall be signed and sealed by a professional engineer. The SPCC plan update shall address also some sites related to the explosives operations/hazardous wastes at Picatinny Arsenal, as required by Army regulations. The contractor shall also review Picatinny?s SPCC plan and address these explosive operations in the plan. The contractor shall update the existing discharge response procedures documents for each existing tanks in the plan. The update shall address, if applicable, transfer areas/secondary containments water draining documentation, closing/opening draining valves when in use/not in use, and documentation that water draining is oil/sheen free. The contractor shall also prepare discharge response procedures documents for those tanks already in the plan that do not have such documents, and also for other tanks to be added to the plan. Tanks to be added to the plan are as follows: One 1,000 gallon double-walled steel, #2 oil tank; one 1,000-gallon, and a 285 gallon hazardous waste tank; one 5,028-gallon, fiberglass reinforced, hazardous waste (90 days) tank; one 5,000-gallon, fiberglass reinforced, hazardous waste (90 days) tank (not in use yet); one 5,000-gallon, steel, #2 fuel oil tank; one 1,000 gallon, anhydrous liquefied ammonia, pressurized steel tank; one 1,500-gallon, hypochlorite, plastic tank; one 500 gallon, doubled-walled steel + concrete, #2 fuel oil tank; one 1,000 gallon, doubled-walled steel + concrete, #2 fuel oil tank. The Contractor shall comply with the issue or version (including all changes and amendments) of applicable Federal, State and Local Environmental Statutes and Regulations. The contractor shall complete the facility inspections and the discharge response procedure document for each individual site within 3 weeks of award of this contract. All document review, and necessary corrections to the plan update shall be accomplished within an additional week. The contractor shall submit ten copies of the completed, signed and sealed plans to the Environmental Office for submittal to the EPA. The contractor shall also submit an electronic copy to the COR via email. See numbered note 22.
