- Description
- This notice is issued in advance of a Request for Proposal (RFP) to obtain qualified sources for the Global Positioning System (GPS) User Equipment (UE) Modernization contracts. The Space and Missile Systems Center (SMC) GPS Joint Program Office (JPO) requires development, prototyping and testing of the latest generation of GPS UE. The objectives of the UE modernization program are 1) significantly increase the anti-jamming (A/J) performance of current GPS UE to ensure operation in a hostile electronic warfare environment, 2) improve security of receivers to ensure military users have access to the true GPS signal, and 3) migrate toward an achievable Open Systems Architecture (OSA) level to reduce the cost of incorporating new GPS capabilities into DoD fielded systems. Improved accuracy and improved time to first fix (TTFF) is a primary objective. An Industry Day, announced under a separate FedBizOps announcement, will be held on 23-25 April 2002. To meet security requirements for the UE Modernization effort, potential offerors must be eligible for a Top Secret Industrial Facility Clearance upon contract award. Contractor personnel will require access to Top Secret and Special Access programs. Companies that propose on this acquisition must be U.S. owned. Foreign sources including subcontractors will not be considered. The estimated period of performance will be up to five years. Projected UE quantities required is available upon request. For the UE Modernization acquisition, interested qualified sources are invited to submit an unclassified Statement of Capability (SOC) not to exceed ten pages in length, (single-space, 12-point), by 1 April 2002. Standard brochures, if directly applicable, are acceptable and do not count against the ten page count (please includes two self-addressed envelopes which are at least 11" x 13" in dimension, suitable for mailing sizable documents). The SOC must clearly demonstrate 1) experience in performing tasks in areas similar to those described above on-time and within budget, 2) good commercial practices for the administration, control and performance of contract requirements, 3) relevant technical or administrative activities similar to meet the program objectives listed above, including contract number, name, address, and phone number of the contracting officer, and 4) how the potential offeror currently meets or intends to meet the security requirements. Due to the highly complex nature of this acquisition and the large number of skills required to achieve the program objectives, prime-subcontractor and teaming arrangements are encouraged. Small businesses having the interest, capability or ability to provide such effort are encouraged to participate. Potential offerors should also indicate if they are small, small and disadvantaged, minority or woman-owned, or Hub-Zone businesses. This synopsis information is for planning purposes only, and does not constitute a Request for Proposal. The UE Modernization Draft RFP will be incrementally built, currently planned to start April 2002, for industry comments. The RFP is anticipated for release in late June, early July 2002 with receipt of proposals made within 60 calendar days.
