Description
Refence is made to Solicitation No. BBGCON3602S5286, which was published in the FedBizzOpps on February 22, 2002, under classification code: D-Information Technology Services, including Telecommunications services. This Amendment No. 2 is issued to provide answers to questions concerning the solicitation. Please note that questions are listed beginning with the letter "Q" in upper case while answers are listed beginning with the letter "A" in lower case. Please note the following: Q1. HOW MANY MESSAGES ARE GOING TO BE SENT ON A DAILY AND/OR MONTHLY BASIS OVER A YEAR? 1ST YEAR? 2ND YEAR? 3RD YEAR? WE'RE LOOKING FOR BALLPARK AVERAGES BASED ON YOUR PROJECTIONS OR GUESSES. A1. We anticipate an estimate of approximately the following: By the end of 1st year 50,000 per day. 150,000 by 2nd year, 500,000 by 3rd year. Q2. WILL THERE BE ANY ATTACHMENTS TO THE E-MAIL? WHAT KIND IF ANY? A2. None at this time. Q3. HOW MANY COPIES OF THE PROPOSAL DO YOU WANT? A3. An original and one copy. Q4. DO YOU ALREADY HAVE A DATA CENTER THAT YOU WOULD LIKE TO INTEGRATE THE PROPOSED HARDWARE AND SOFTWARE USING YOUR EXISTING INFRASTRUCTURE? ARE YOU LOOKING FOR AN ON-SITE SOLUTION THAT DOES NOT REQUIRE SUPPORT FROM YOUR EXISTING NETWORK TEAM? A4. The SOW requires a managed solution. Q5. THERE IS A REQUIREMENT FOR THE PROPOSED APPLICATION TO BE ABLE TO INTERACT WITH COLD FUSION AND A SQL DATABASE. WILL THE APPLICATION BE USING THE COLD FUSION DOCUMENTS AND SQL DATA TO SEND TO THE SUBSCRIBERS ON A DAILY BASIS? A5. Yes. Q6. WOULD THE APPLICATION NEED TO TRANSLATE THE EMAIL CONTENT INTO THE PREFERRED LANGUAGE OR FACILITATE THE ARCHITECTURE FOR MULTI-LANGUAGE INPUT? A6. No translation required, content shall already be in language. Q7. YOU REQUIRE THAT THE APPLICATION TRACK UNIQUE CLICKS PER URL, IS THIS WITH THE IBB, VOA, AND VOA NEWS WEB SITES? A6. Yes. Q8. PLEASE PROVIDE AN ORDER OF MAGNITUDE ESTIMATE (OR GOAL) FOR THE NUMBER OF MAILING LISTS, WHICH IBB INTENDS TO CREATE. A8. Generally, at least 75 -100. Q9. PLEASE PROVIDE AN ORDER OF MAGNITUDE ESTIMATE (OR GOAL) FOR THE TOTAL NUMBER OF MESSAGES, WHICH WILL BE SENT ON AN AVERAGE OR PEAK DAY. A9. See Answer to No. 1. Q10. IS IT ACCEPTABLE TO QUOTE A FIRM FIXED PRICE FOR A CERTAIN NUMBER OF MESSAGES, ABOVE WHICH THERE WILL BE AN ADDITIONAL FIRM FIXED PRICE BASED BASED ON THE NUMBER OF ADDITIONAL MESSAGES? IF SO, HOW MANY MESSAGES SHOULD BE INCLUDED IN THE BASE FIRM FIXED PRICE? A10. No. Q11. TRACKING REQUIREMENT (7): PLEASE EXPLAIN WHAT IS MEANT BY "BROKERED" E-MAIL DISTRIBUTION EVENTS. IS THE INTENT HERE TO SEND OUT SHORT E-MAIL CONTAINING ONLY A LINK? OR TO NOT EVEN SEND AN E-MAIL AT ALL, BUT TRACK A PARTICULAR URL? A11. System shall have the ability to send out time sensitive distribution of e-mails, also not all e-mails are sent out at the same time. Users may opt for only one event rather than multiple if offered. Q12. E-MAIL DELIVERY REQUIREMENT (12): PLEASE EXPLAIN WHAT IS MEANT BY ENABLING "TRANSACTIONS WITHIN AN E-MAIL". A12. The ability to opt in or opt out of the service. Q13. WITH REFERENCE TO POINT 5 OF THE SPECIFIC TECHNICAL REQUIREMENTS, I.E. "SYSTEM MUST RECEIVE FILE TRANSFER OF EMAIL RECIPIENTS USING A WEB INTERFACE DESIGNED TO PERFORM A VARIETY OF CONTROL FUNCTIONS" WHAT WOULD BE THE FORMAT OF THE FILE USED FOR UPDATING THE USER DATA? A13. Vendor defined. Q14. WHAT IS THE HARDWARE CONFIGURATION AVAILABLE CURRENTLY WITH WHICH THE PROPOSED SYSTEM SHOULD INTEGRATE? ANY FAIL OVER MECHANISM CURRENTLY AVAILABLE? A14.
