Description
The National Institutes of Health (NIH), National Institute of Neurological Disorders and Stroke (NINDS), Developmental & Metabolic Neurology Branch (DMNB) plans to procure a Q-Sweat/ATLAS package from WR Medical Electronics, 123 North Second Street, Stillwater, MN 55082. The DMNB is studying the sweating defect in patients with Fabry disease in response to therapies. Fabry disease is caused by an enzyme deficiency, which causes an accumulation of a certain type of lipid in the body. This excess lipid interferes with the function of many organs in the body. Measuring the output of sweat from the patients is the only way to assess the effects of specific therapies. The Q-Sweat is a four-channel system with an integral dry air source, it uses room air so no special gasses are required. The instrument can measure simultaneously from 4 different areas in the body, the amount and rate of sweating. It measures the spontaneous amount of sweat and maximal sweating response to medication. It is also the only sweat measurement devise known to the end user that is FDA approved for use in humans. This instrument is commercial as defined in FAR Part 2, and this acquisition is being made in accordance with the test program using simplified procedures for certain commercial items as authorized in FAR 13.5. WR Medical Electronics is the only organization known to the NINDS researcher that has aforementioned features that are required and believed to be unique. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement and the noted features, including FDA approval for use in humans, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NINDS researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 1:00 p.m. EST, on March 26, 2002. All questions must be in writing and can be faxed to (301) 402-4513 or emailed to dm170b@nih.gov . It is the vendors responsibility to call (301) 402-4509 to insure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
