Description
The United States Coast Guard Research & Development Center intends to negotiate and award a sole-source, cost-reimbursement contract to the Columbia River Aquatic Nuisance Species Initiative (CRANSI) Center at Portland State University for research into ballast water constituents in the Columbia river, indicator species relevant to the West Coast, and other ballast water related issues in compliance with The Department of Transportation and Related Agencies Appropriations Act, 2002, Enrolled Bill H.R. 2299. Under the contract, CRANSI will standardize a sampling protocol for obtaining ballast water samples for constituent analysis, use that protocol to obtain and analyze ballast water samples from a variety of ships trading in the Columbia River, and conduct related research. Such research may include investigations into indicator species representative of the Columbia River and West Coast, the culturing of such organisms, and the culturing of large quantities of organisms for use during real scale testing of commercial ballast water treatment systems. The North American Industry Classification System (NAICS) Code is 541710 and the size standard is 500 employees. Interested parties may identify their interest and capabilities in response to this requirement to the above address. The determination by the Government not to compete the proposed contract based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement(s). This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises (BDEs): The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short term working capital assistance for transportation related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rate to provide accounts receivable financing. The maximum line of credit is $500,00.00.
