Description
The Space and Missile Systems Center and Los Angeles Air Force Base (SMC/LAAFB) intend to issue a draft Request for Proposal (RFP) on or about 7 October 2002 for general comments/questions, and an Official Request for Proposal (RFP) on or about 1 April 2003. This will permit workload data collection for inclusion in the forthcoming RFP as well as a better timeline for the planned LAAFB Area B redevelopment. This proposed acquisition is a small business set-aside and represents a continuation of the present policy. The proposed new contract will require the contractor to provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform all base civil engineering tasks and functions at LAAFB. The general work to be performed includes Preservation and Maintenance of Industrial Facilities located on 108 acres at LAAFB in El Segundo and Lawndale; Engineering Services including Project Planning, Programming and Design; Facilities Records Management; Facilities/ Construction Project Management; Fire Prevention Management; Environmental Program Planning and Management; Disaster Preparedness and Contingency Response Program Management; Grounds Keeping and Landscaping Services of industrial complexes in El Segundo and Lawndale, Military Family Housing areas in San Pedro, and a 3.7 acre parcel in Sun Valley, CA; and Real Property Management and Maintenance of three Military Family Housing Areas with approximately 658 units located in San Pedro, CA. Any resulting contract will be subject to Department of Labor (DOL) Wage Determinations 94-2047 (Revision 18) and 86-879 (Revision 10) dated 31 May 2001 (most current revision will be issued at RFP release). The NAICS Code for this acquisition is 561210 - Facilities Support Services/$20M. The Government anticipates the award of a Fixed Price Incentive type contract with a base period of performance of 12 months and up to 7 one-year options. The anticipated award date is 30 June 2003. This is not a solicitation for a proposal, and no contract will be awarded based on information submitted in response to this synopsis. A draft Statement of Work (SOW) and Service Delivery Summaries (SDSs) will be available for industry review on or about 1 May 2002. The 61ABG/CE Acquisition Team plans to conduct Industry Days II on or about 5 November 2002 for additional industry feedback. (Details will be finalized after release of the draft RFP.) When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
