- NA The MATOC RFP is issued this date. A site visit and pre-proposal conference is scheduled for 24 April 2002 at McConnell AFB, Wichita, Kansas and 25 March 2002 at Forbes Field, Topeka, KS. This solicitation is being advertised on an UNRESTRICTED basis invit ing full and open competition. The applicable NAICS Codes are 2332 and 2333 and the corresponding size standard is $27.5M average annual receipts over the last 3 fiscal years. This procurement consists of one solicitation with the intent to award multiple Indefinite Delivery/Indefinite Quantity (IDIQ) Construction Contracts. The scope of work will include, but not be limited to, new construction, repair, alteration, and demolition of existing facilities, design, to include design build, modified design buil d and construction work based on full plans and specifications for facilities within the State of Kansas. Facilities is defined as 1) nonresidential building construction for industrial buildings and warehouses; and 2) nonresidential buildings, other than industrial buildings and warehouses. The areas of consideration will include, but not be limited to, Air Force and National Guard facilities located on McConnell AFB, KS, and Forbes Field, Topeka, KS miscellaneous Federal and other National Guard facilitie s located at Fort Riley and Fort Leavenworth, KS. Please check the USPFO for Kansas website www.55.30.10.5 periodically for updates to the solicitation. Please provide the following information not later than one week (1) after the issuance of the RFP, via email to tom.coleman@ks.ngb.army.mil. For purpose of obtaining entry on to the military installation for the pre-proposal conference, please provide the following: 1) Firm Name and Telephone Number, 2) Visitor's Name and SSN, 3) Visitor's Home Address, an d 4) Citizenship. The furnishing of the above information, including your Social Security Number, is voluntary. However, your failure to furnish all or part of the information requested may result in the Government's denial of your access to the pre-propos al conference. Any of the above information furnished by you and protected under the Privacy Act shall not be released unless permitted by law and/or your have consented to such release. Upon receipt of the information, our office will submit a letter to t he Base Security Forces authorizing your entrance to McConnell AFB, KS and Forbes Field, KS. Visitors must pick up their passes at the Installations Main Entry Gate prior to your arrival. To obtain your one-day vehicle pass, you will be required to present the following information: (1) Vehicle Registration, (2) Valid Drivers License, (3) Current Insurance Card, and (4) Car Rental Agreement, if applicable. Attendees at the pre-proposal conference are cautioned that the Government will not wait for anyone wh o is late or lost and will not hold another pre-proposal conference. All questions are to be submitted in writing to tom.coleman@ks.ngb.army.mil. Questions submitted 10 days prior to the closing date may not be addressed before solicitation closing date, t herefore, offerors are advised to submit questions as soon as possible. The pre-proposal conference will be held at Forbes Field, Building 760 Base Civil Engineers Conference Room at 10 AM (CT) 25 April 2002 and at Building 3 Base Civil Engineer Conference Room at 10 AM (CT) 24 April 2002. The Government intends to award multiple awards and reserves the right to cancel the procurement if only one proposal is received that offers the best value to the Government. The basis of awards is to the offerors whose proposals, conforming to the RFP, will provide the best value and be the most advantageous to the Government, considering cost or price and other factors. The contract term is anticipated to be for a base year with four one-year option periods and will con tain a maximum not-to-exceed amount of $20,000,000 over the life of the contract. The task order minimum and maximum is $2,000 to $2,000,000, respectively. For informational purposes only, the anticipated average task order amount is $300,000 to $1,000,000. A minimum guarantee of one order valued at a minimum of $2,000 will be awarded for each contract for the base year only. Pricing of the prototypical MATOC pro ject is required for the price proposal. Task orders will be issued for the work intended which will require multi-disciplined construction services in all aspects of general construction and may involve lead and asbestos abatement. In support of design-bu ild work, the Contractor shall employ the services of an architect/engineering professional experienced in the coordination of multi-disciplined architectural/engineering design efforts in all aspects of general building and new and renovation projects, to include, but not be limited to, comprehensive interior design and lead and asbestos abatement. In accordance with FAR 16.505(b), the successful Offerors will compete for all task order awards. Attendance at the site visits and the pre-proposal conferences for task order award are mandatory and the Government will not reimburse contractors for the associated costs. Due to the nature and the need for expeditious response of the majority of the construction services required, the selected Contractors will be required to maintain a staffed office in the State of Kansas. The Government will not directly reimburse the Contractors for costs associated with staffing and maintaining this office. As a result of this solicitation, a minimum of seven (7) contracts will be awarded for each geographical area of which at least two (2) are 8(a) and/or HUBZone qualified contractors (providing sufficient qualified contractors present offers); three (3) are small businesses; two (2) are unrestricted, indefinite-quantity MATOC contracts. Source selection procedures contained in FAR Part 15.3 shall be utilized to select the successful offers. Each offeror's proposal will be thoroughly evaluated and awards will be made to the each offeror whose proposal is judged to be most advant ageous to the Government based upon the evaluation criteria set forth below. It is the Government intent to make an award of a Task Order Contract to a minimum of seven (7) qualified contractors. Proposals will be evaluated on the following technical facto rs: FACTOR A: Past Performance and Project Management Ability (1.) Past Performance (2.) Specialized Experience. (3) Specific Personnel (4) Organization (5) Quality Control Plan (6) Schedule (7) Subcontracting Plan (large business only)*(*note: ?go, no-go? ) FACTOR B: Design-build factors: (Factors are of equal value) (1) Design Build Experience (50%) (2) Design Build Team Experience (50%) FACTOR C: Price and Design evaluation of Prototypical Project. The Government intends to award contracts without conduct ing discussions, therefore, the Offeror's initial proposal shall contain its best terms from a cost or price and technical standpoint. The Government also reserves the right to conduct discussions if deemed necessary to obtain the best value for the. Prosp ective Offerors must register on the website at http://www.65.30.10.5 to be notified of amendments or notices concerning this solicitation.
