NA This notice implements the 'Tactical Lasers -- Multi-Function Laser System' Research Topic within the Intelligence & Information Warfare Directorate Broad Agency Announcement, DAAB07-00-R-K501. The Topic and four attachments: Amendment & RFP; Performance S pecification; Statement of Work; and, Evaluation Factors, have been posted to BAA DAAB07-00-R-K501 on the IBOP at https://abop.monmouth.army.mil/ibophome.nsf/home?open. TOPIC TITLE: Tactical Lasers -- Multi-Function Laser System DESCRIPTION: The purpose of this research topic is to develop technical alternatives for the Cobra Multi-Function Laser System (MFLS) intended for employment by dismounted soldiers. This system will be mounted on the individual weapon of the soldier. The system will provide Eye-Safe Laser Range Finding; magnetic azimuth and vertical and cant angle measurement; Near Infrared Illuminator and Near Infrared and Visible Aiming Lights; and Multiple Integrated Laser Engagement System (MILES) XXI compatible laser transmitters in the same unit. Provision for expansion of the unit to include a laser-based combat identification system to be selected by the government is desired. The Cobra MFLS must be capable of operating with the Land Warrior System as a weapon moun ted component and operating in an autonomous mode with non-Land Warrior equipped soldiers. The maximum weight when operating as part of the Land Warrior System shall be 1.0 pounds. The maximum weight for the system when operating autonomously shall be 1.5 pounds. GENERAL INFORMATION: PM-Soldier-Sensors is soliciting proposals to develop technical alternatives for the Cobra Multi-Function Laser System (MFLS) through the Broad Agency Announcement (BAA) process. This BAA specifically addresses the study, analysis, d esign, development, fabrication, integration, test, and demonstration of Cobra MFLS prototypes. The Cobra MFLS effort is envisioned to be a 24-month effort, which will result in the manufacture and test of 12 prototype systems. Testing will include, as a minimum, those tests identified in the Performance Specification for the Cobra MFLS, and such other tests as recommended by the contractor. Testing will be conducted both by the Contractor and the Government. Contracting Strategy: The Government intends to award up to two (2) Firm-Fixed Price contracts, based on the availability of funds. Proposal Submission Date: Proposals MUST be submitted no later than 22 April 2002. Points of Contact: Inquires should be directed to the individuals listed below. Questions concerning contractual, cost, or pricing matters shall be directed to the Contracting Officer or Contract Specialist. Technical or programmatic questions shall be directed to the Cobra Multi-Function Laser System (MFLS) Point of Contact (POC). Potential offerors are encouraged to contact the cited individuals prior to submission of their proposal, after which time, all inquiries MUST be directed to the Contracting Officer in writing. PROPOSAL INSTRUCTIONS: General Instructions: An offeror's proposal submitted for this research topic shall be submitted in two (2) bound volumes as follows: Volume I - Technical and Volume II - Price. The volumes shall be bound (notebooks, report covers, etc) such that the pa ges can be easily removed for reproduction. The Government will make a limited number of copies solely for the purposes of facilitating proposal evaluation. The pages within the volumes shall be 8.5 x 11 inches (no foldouts permitted) and contain page nu mbers. Tabs or dividers may be used to organize the proposal. Font size shall be not less than 12pt on narrative text and titles. Volume I - T echnical shall be limited to 100 pages with NO EXCEPTIONS. Pages in excess of the 100 page limit will be removed and returned to the offeror and will NOT be evaluated or considered part of the proposal. Offerors are cautioned that all 'technical' content with respect to the proposed approach shall be in Volume I. Specific requirements for each volume are specified below. SECURITY NOTICE: All classified or proprietary data must bear an appropriate restricted marking. Any classified material must be marked and transmitted in accordance with the Industrial Security Manual for Safeguarding Classified Information, DOD 5220.22 -M. Volume I - TECHNICAL. The Technical proposal shall include the following sections: a. Table of Contents. The Table of Contents shall include the section number, title and page number. b. Proposal Synopsis. The Proposal Synopsis section shall summarize the proposed work effort, system concept, objectives, how the objectives will be accomplished, and the anticipated outcome. The reader of this synopsis should gain an overview of all aspects of the proposal. The synopsis shall be limited to five (5) pages, and will not count against the page limit. c. Design Concept & Design Approach: The offeror shall provide an analysis of system requirements and how these lead to their design concept. The offeror shall focus on how the technical approach can meet the Cobra MFLS Specification, and how feasible the design is considering technology, production unit cost, and schedule constraints. The design concept & approach discussion shall include, but not be limited to: ? Identifying Key System Requirements ? Notional component selection ? Identification of required technology and associated risks ? Layout drawings ? Weight budget ? Electrical power budget and battery life predictions ? Thermal analysis (NOTE: The offeror should provide sufficient technical data, test results, and/or analysis to substantiate their approach.) d. Estimated Average Unit Production Cost: The offeror shall provide an estimate, and associated backup/rationale, of the average unit hardware cost for production of 300 systems in FY04. e. Proposed Test Plan: The offeror shall propose a test plan to demonstrate that their system meets the operational and environment requirements of the Cobra MFLS. In the proposed test plan the offeror will recommend testing to be performed by the offer or and testing to be performed by the Government. f. Project Schedule. The offeror shall provide a proposed schedule to accomplish the Cobra MFLS effort based on the notional milestone schedule provided in Appendix 1 (SOW). This schedule shall detail the tasks under the proposed effort, task duration , contract deliverables, program reviews, and major milestones. This schedule shall serve as the program baseline subsequent to contract award. (NOTE: The project schedule may be multiple pages and will not be counted against the page limit.) g. Technical Data. The Technical Data section shall identify any data proposed to be generated with less than unlimited rights. Unless specifically stated otherwise in the proposal, all data generated under this effort shall be considered to have unli mited rights. h. Sample Hardware: The offeror may provide hardware that he has developed which demonstrates his ability to produce a system similar to the Cobra MFLS. The Offeror shall submit a proposed price for the entire scope of effort. OTHER PERTINENT INFORMATION: Notice of Non-Government Participants on the Cobra MFLS Source Selection Evaluation Team: Offerors are advised that it is the Government's intention to use two (2) employees of Computer Sciences Corporation as members of the source selection evaluation te am. The evaluators will be required to execute Conflict of Interest and Non-Disclosure Certifications. Offeror's are advised to contact the Contracting Officer as soon as possible, but no later than one week prior to proposal submission, in the event of any concerns relative to the Government's use of these non-Government evaluators. In the event an offeror does not contact the Contracting Officer, the Government will assume that the offeror does not take exception to the use of the above identified non- Government participants. Restrictive Markings on Proposals: Notwithstanding Army policy, if information contained in the proposal is in the public domain or cannot be protected under law as trade secret (e.g., a patent application), the Army will not accept liability for failure to safeguard it against open disclosure. If an offeror wishes to restrict the proposal, the offeror should mark the title page with the following legend: 'This data shall not be disclosed outside the Government and shall not be duplicated, used or disclos ed in whole or in part for any purpose other than to evaluate the proposal; provided that if a contract is awarded to this BAA responder as a result of or in connection with the submission of this data, the Government shall have the right to duplicate, use or disclose the data to the extent provided in the contract. This restriction does not limit the Government's right to use information contained in the proposal if it is obtained from another source without restriction.
