- NA This is amendment 0002 to DATM07-02-R-0007, which was originally issued as intent to negotiate on a sole source basis with ITT Cannon, Division of ITT Industries. This amendment converts this acquisition to Full and Open Competition utilizing the Best Valu e evaluation criteria addressed below. The requirement will be issued as a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 12 ? Acquisition of Commercial Items and Par t 13 ? Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for a Request for Proposal (RFP) and a written solicitation will not be issued. This require ment is being issued as Unrestricted. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-05 effective 07 Mar 2002 and Class Deviation 2002-o0002 and Defense Federal Acquisi tion Regulation Supplement (DFARs), 1998 Edition, current to DCN 20020129. It is anticipated that payment will be made by Government VISA Credit Card. The proposal shall consist of one Contract Line Item Number (CLIN) 0001, Quantity: 100, Unit of Issue: Each, Description: Receptacle Assemblies Fiber Optic Mechanical Connector (FOMC), 12-Channel Single Mode with 25-Inch Fiber Optic Pigtail Terminated with SC Connectors and Self-Closing Dust Covers. The amendment also provides the following information: a) Original assemblies were purchased from ITT Cannon, Division of ITT Industries under Contract Number DATM07-01-P-1272, b) Part numbers and descriptions: Part Number F0111400-4033, Receptacle Assemblies Fiber Optic Mechanical Connector (FOMC), 12-Channel Single Mode with 25-Inch Fiber Optic Pigtail Terminated with SC Connectors and Self Closing Dust Cover; Part Number F0111400-4034, Receptacle Assembly FOMC 12-Channel Single Mode with 31.5 foot Fiber Optic Pigtail Terminated with SC Connectors and Self Closing Dust Cover; Part Number F0111400-4035, Back-to-Back Plug Assembly FOMC 12-Channel Single Mode Fiber Optic Cable, Tactical Plug Connector and 50 pound breakaway feature, 33 meters. Offerors who intend to submit a proposal for the Receptacle Assemblies FOMC, 12-Channel Single Mode with 25-Inch Fiber Optic Pigtail Terminated with SC Connectors and Self Closing Dust Covers, Part Number F0111400-4033 shall demonstrate that the offered pr oduct possesses the same form, fit and function as the existing back-to-back plug assembly as this back-to-back assembly plugs into the receptacle with the 25-inch pigtail. The receptacle must have a self-closing dust cover that will seal the receptacle fr om dirt and dust and be able to withstand multiple uses and provide a sealed closure. The seal must be made of a material that will withstand the heat, dust and dirt of the harsh desert environment. Likewise, the receptacle must be made of a material that will withstand multiple uses without degradation of the alignment of the fibers contained within and provide a firm connection with the back-to-back plug assembly. The receptacle must be equal or better in integrity and repeatability of connections. The North American Industry Classification System (NAICS) is 334417 with a size standard of 500 employees. All proposals shall be clearly marked with RFP number DATM07-02-T-0007 and emailed to Lina.Franks@yuma.army.mil no later than 5:00 PM MST, March, 29 , 2002. Technical questions concerning this requirement must be emailed to Lina.Franks@yuma.army.mil on or before March 27, 2002. Offers that fail to furnish required representations or technical information as required by FAR 52.212-1 cited below or rej ect the terms and conditions of this solicitation may be excluded from consideration. The Government intends to award a contract to the responsible offeror whose offer conforming to the solicitation will be the most advantageou s (Best Value) to the Government. The following FAR Clauses and Provisions are incorporated by reference and apply to this acquisition. FAR provision 52.212-1 Instruction to Offerors?Commercial Items (Oct 2000). FAR provision 52.212-3 Offeror Representati ons and Certification (Feb 2002) with Alternate III (Oct 2000) and DFARs 252.212-7000 Offer Representations and Certifications-Commercial Items (Nov 1995) apply to this acquisition. FAR clause 52.212-4 Contract Terms and Conditions?Commercial Items (Dec 2 001) applies to this acquisition, and specifically addendum, 52.247-34 FOB Destination (Nov 1991). FAR clause 52.212-2 Evaluation-Commercial Items (Feb 2002) applies to this acquisition. This provision is completed as follows: 1. Technical Merit, 2. P ast Performance, and 3. Price. Technical and past performance when combined are twice as important as price. 1. Technical Merit ? In assessing technical merit, the following sub factors will be considered. Proposals that do not demonstrate this form, fit and function will not be considered. a. Proposal must demonstrate that offeror have successfully integrated their Receptacle Assemblies Fiber Optic Mechanical Connector (FOMC), 12-Channel Single Mode with 25-Inch Fiber Optic Pigtail Terminated with SC Connectors and Self-Closing Dust Covers with ITT Cannon systems in the past. b. Proposals must demonstrate (through diagrams, literature or test data or a combination thereof) that the proposed (product) receptacle assembly will function properly with the existing back-to-back plug assembly working in conjunction with the self-clo sing dust covers. 2. Past Performance ? In order for the Government to assess past performance, offerors must provide points of contact for previous customers that can address offerors performance relative to timely delivery, warranty response time and reliability of end i tems within the past 3 years. 3. Price ? Price evaluation will be based on total price offered. Award may be made to other than low offeror, based on Best value as evaluated against the previously stated factors.
