Description
Description: This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) number is N00019-02-Q-3007. The Naval Air Systems Command Headquarters (NAVAIR) has a requirement for 79 shipsets of fully qualified, carrier flight tested EA-6B Filter Frame Display Bracket assemblies. The Government intends to award a contract to the offeror who proposed hardware meets the flight test qualifications identified herein and that has previously been flight tested for carrier take off and landings. Currently there are only two known vendors with flight-qualified products; Hoffman Engineering of Stamford, CT and Metavac, Inc.,of Holtsville, NY. All other offerors must provide verifiable evidence of carrier flight test qualification in order to be considered for award. The bracket assemblies must be manufactured in accordance with the following NAVAIR Drawings: (1). CLIN 0001: 158 each - 3705AS117-2 (Metavac P/N 200A5622-1), Filter Frame Assembly for EADI/EHSI Display, (2). CLIN 0002: 32 each - 3705AS118-1 (Metavac P/N 200A562-1) Filter Frame for 12577A/USQ-113A (V) and (3) CLIN 0003: 158 each - 3705AS165-1 (Metavac P/N 200A5623-1) Filter Frame for IP-1435A/ASN-123 with mounting handles and retaining clips. The contract will include option quantities as follows: (1). CLIN 0001: 114 each -3705AS117-2 (Metavac P/N 200A5622-1), Filter Frame Assembly for EADI/EHSI Display, (2). CLIN 0002: 30 each - 3705AS118-1 (Metavac P/N 200A562-1) Filter Frame for 12577A/USQ-113A (V) and (3) CLIN 0003: 114 each - 3705AS165-1 (Metavac P/N 200A5623-1) Filter Frame for IP-1435A/ASN-123 with mounting handles and retaining clips. The Mounting Handle for all of the Filter Frame Assemblies shall be identical, a contoured surface allowing for grasping with a single hand, one thumb and index finger for both removal and installation of the Filter Frame Assembly from the mating bracket. The handle shall be designed to permit the accurate installation and removal of the Filter Frame Assembly by a maintainer wearing standard military arctic gloves. The handle shall be designed to minimize visual impact on the operator while the operator is reading the display to which the Filter Frame is attached. The location and envelope size of the Mounting Handle and Retaining Clip shall be as shown in each respective Filter Frame drawing. Additionally, the design of the Mounting Handle contoured grasping surface (fingertip grasp) shall not exceed the following dimensions: (a) depth ? minimum 10 MM (0.4 in) and maximum 25 MM (1.0 in) and (b) width ? minimum 13 MM (0.5 in) and a maximum of 25 MM (1.0 in). The Mounting Handle and Retaining Clip shall use riveted construction to secure them to the Filter Frame. All metal parts shall be non-magnetic and shall be corrosion resistant. Use of dissimilar metals in contact is not permitted. Exterior surfaces of the assembly shall have a black lusterless finish, Color No. 37038 per FED STD-595. Environmental requirements: (a)Temperature - the assemblies shall be capable of withstanding exposure to operational and storage temperatures from ?54oC (-65oF) to +71oC (+160oF) and intermittent operational temperatures to +85oC (+185oF), (b) Humidity ? in accordance with RTCA/DO-160C, Section C, Category B (c) Salt ? in accordance with RTCA/DO-160C, Section 14, Category S, (d) Fungus - ? in accordance with RTCA/DO-160C, Section 13, Category F, (d) Altitude ? sea level to +70,000 feet, (e) Resistance to Solvents ? Assemblies shall not exhibit degradation of material or finish when exposed to organic solvents when sprayed onto the surface to create a wetted condition for a duration of 10 minutes. The following solvents are applicable: Stoddard Solvent, Isopropyl Alcohol (water content 0.4%), Aliphatic Naptha, Trichloroethane 1,1,1 Inhibited, Vapor Degreasing (93% by weight), Methyl-Ethyl Ketone, (f) Weathering ? in accordance with ASTM G-26 except the duration shall be 120 hours, (g) Abrasion Resistance ? no damage to coated or finished surfaces when a standard eraser is stroked across the front surface using approximately a 2.5 pound force for 20 complete strokes. The assemblies shall have no sharp edges or burrs, no visual scratches, crazing or color degradation. Machined surfaces shall be 125 micro inches minimum. The Filter Frame Display Brackets shall accommodate NVIS filters and gaskets designed for specific displays and allow an easy, simple and secure method of attachment and removal of the assemblies from the mating bracket assemblies. Delivery of the initial quantity shall be not later than 14 June 2002 and be delivered F.O.B. Destination at Naval Air ATTN: Mark Seastrand, AOR 4.5.6, Building 2187, Suite 3190A, 48110 Shaw Road, Unit 5, Patuxent River, MD. Flight qualifications include capability of being vibrated along each of three mutually perpendicular axes at an amplitude of 0.019 ?0.001 inch for one hour in each of three axes and be subjected to three shocks, each having an acceleration of 30 ?3 g?s and a duration of 7.5 ?1.5 milliseconds, in each of three mutually perpendicular directions. The North American Industry Classification System (NACIS) code for this procurement is 336321 and the size standard is 500 employees. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-04 and DCN 20010129. FAR 52.212-1 Instructions to Offerors?Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation Commercial Items. Evaluation factors are technical capability, including flight test qualification documentation for other than previously named sources, price and past performance. A completed copy of FAR 52.212-3 Offeror Representations and Certifications ? Commercial Items (FEB 2002) (Alternate I) (FEB 2002) and 252.212-7000 Offeror Representations and Certifications ? Commercial Items (NOV 1995) must be submitted with quote. FAR 52.212-4 Contract Terms and Conditions ? Commercial Items (FEB 2002) applies. 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items (DEC 2001), and DFARS 52.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (NOV 2001) apply. The following clauses are applicable: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52,222-19, 52.225-13, 52.225-15, 52.232-34, and 252.225-7036.The following addenda or terms and conditions apply: Offers should include price and delivery terms and the following additional information: Bracket assembly design and verifiable flight qualification documentation.
