- Description
- The work includes the wholehouse revitalization of 146 units in 29 unccupied two story enlisted quarters, including the removal of hazardous materials, new carports and driveways, exterior storage, trash enclosures, privacy wall, concrete roof slabs over patio and entrance porch, plumbing work, air conditioning, electrical work, site work, landscaping, and incidental related work. The work shall be located at the New Apra Heights, Guam, Mariana Islands.The project is divided in three phases. Phase 1 (base requirement) covers the renovation of 44 units in a period of performance of 450 calendar days; phase 2 (Option 1) will cover 62 units in a period of performance of 600 days, and phase 3 (Option 2) will include the renovation of 44 units in a period of performance of 400 calendar days. Option 1 may be exercised within 365 calendar days from award of the base requirement; Option 2 may be exercised within 730 calendar days from award of the base requirement. The estimated range is between $5,000,000 and $10,000,000 for each phase of the project. The NAICS Code for this procurement is 23331 and an average annual size standard is $28.5 Million over the last 3 fiscal years. This procurement is UNRESTRICTED. This is a source selection procurement requiring both technical and price proposals. Award will be made to the Offeror proposing the "best value" to the Government from a technical and price standpoint. Price is considered approximately equal to the technical evaluations factors, which are as follows: 1) PAST PERFORMANCE; 2) EXPERIENCE AND QUALIFICATIONS; 3) MANAGEMENT PLAN/PROJECT SCHEDULE; 4) UTILIZATION/PARTICIPATION OF SMALL BUSINESS CONCERNS. The Request For Proposal (RFP), on CD-ROM, will be available on or about 15 April 2002 for a non-refundable charge of $67.92 and will NOT be posted on the website. Your request for purchase of the CD-ROM, if maile, should be sent to: Defense Auomated Printing Service, 1025 Quincy Avenue, Suite 200, Pearl Harbor Naval Base Building 550, Pearl Harbor, Hawaii 96860. Checks shall be made payable to SUPERINTENDENT OF DOCUMENTS. If using a company VISA, Mastercard, or Discover card, you may fax your request to (808) 473-2604. Be sure to include the cardholder's name, account number, and expiration date in your request along with your company name, mailing address, telephone number, facsimile number, RFP No., and project title, and whether the solicitation will be picked up at the Contracting Office or mailed to you. Also indicate if you are the Prime contractor, subcontractor, or supplier. Mark the front of the envelope with the RFP No. Allow at least ten (10) days for mailing from the date your request is received. Companies wanting the RFP to be sent via air express service MUST furnish their express service airbill label with the recipient's name, telephone no., company name, address, company's account no., and type of delivery filled in. Failure to provide any of the above information, as indicated, may delay the processing of your request and is at no fault of the Government. A planholder's list of all business entities who purchased CD-ROM from DAPS will be available after the solicitation is issued and may be obtained at http://www.hawaii.wnbt.daps.mil/PACDIV/pacdiv.html. Please note that the DAPS planholder's list may not be all inclusive. ANY REQUEST FOR SOLICITATION RECEIVED WITHIN 10 WORKING DAYS PRIOR TO THE CLOSING DATE WILL BE PROCESSED IN ACCORDANCE WITH THE ABOVE PROCEDURES. HOWEVER, THERE IS NO GUARANTEE THAT THE RECIPIENT WILL RECEIVE THE SOLICITATION PRIOR TO THE CLOSING DATE. AMENDMENTS TO THE SOLICITATION WILL BE POSTED ON THE WEBSITE TO THE EXTENT ALLOWABLE, THE WEBSITE IS: http://www/esol.navfac.navy.mil.
