Description
The Office of Disease Prevention & Health Promotion, through the Program Support Center, U.S. Department of Health and Human Service (DHHS) plans to award an 8 months firm fixed price, sole source simplified acquisition procedures to the National Institute of Health Care Management, 1225 19th Street, Suite 710, Washington, DC. The anticipated date of award is April, 2002. The purpose of the project is to review the decision-making processes of selected health plans in establishing prevention, health promotion and disease management programs that address the objectives of Healthy People 2010. The project will consist of a survey of up to nine health plans. Plan contacts will be Chief Executive Officers, Vice Presidents, Medical Directors or other senior managers. The goal of this survey will be to document the factors involved in health plan decisions to establish, retain or drop specific prevention programs and strategies. Following completion of the survey, the Contractor shall create a final report based upon survey results. Findings will be provided to the health plans which participated in the survey. The project involves establishing an advisory group composed of up to three health plan executives to help guide this project and assure compliance. The Contractor, with input from this advisory group and ODPHP, will develop a survey instrument; identify respondents to the survey; conduct the survey and create and disseminate a final report. The Proposed Simplified Acquisition Action Is for Supplies and Services for Which the Government Intends to Solicit and Negotiate with Only One Source under Authority of Far 6.302. Interested Persons May Identify Their Interest and Capability to Respond to the Requirement or Submit Proposals Within 10 Days after the Date of Publication of the Notice. A Determination by the Government Not to Compete this Proposed Simplified Acquisitions Based upon Responses to this Notice Is Solely Within the iscretion of the Government. Information Received Will Normally Be Considered Solely for the Purpose of Determining Whether to Conduct a Competitive Procurement. No Solicitation available.
