- Description
- The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Silver Spring, MD, intends to negotiate on a noncompetitive basis with Hydrologic Research Center (HRC) of San Diego, California for the development of an areal flash flood guidance and warning system for Central America including Panama, Costa Rica and Belize. The system is various software components to gather appropriate data, compute the potential for flash floods in small (approx. 400 sq km) river basins in all seven central America countries, develop products displaying these computations useful for meteorologist, hydrologists, and emergency managers and then disseminate these products and data. The system shall rely on existing soil and topographic data, derived soil and topographic data, derived soil moisture and rainfall estimated derived from the GOES satellite precipitation estimation algorithm installed as part of the NOAA Hurricane Reconstruction Program for the region. The three main elements of this requirement are 1)production of the computational system for flash flood guidance 2)a protocol/system for guidance dissemination 3)training on system technical basis and product interpretation. Vendors who believe that they can meet this requirement are required to submit in writing an affirmative response demonstrating they can meet the Governments requirements. To be considered an affirmative response, all written responses must include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the above requirements. In your response, you must address the system requirements listed above in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirements. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. A fixed-price, contract is contemplated for this effort. Affirmative written responses must be received no later than 45 days after publication of this synopsis. See notes 22,26.
