Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The Contracting Officer is utilizing policies and procedures prescribed in Part 12, Acquisition of Commercial Items, and Part 14, Sealed Bidding. The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center?s (Volpe Center), Center for Navigation, Cambridge, MA, has a requirement to develop and implement on the Saint Lawrence Seaway a vessel tracking and waterway information system based on Automatic Identificatio n System (AIS) technology. The components being procured are to be located on shore stations that will monitor vessel movements and disseminate safety related weather and waterway status information to seaway users. Solicitation No. DTRS57-02-B-60006 is issued as an invitation for bid (IFB). The incorporated document and provisions and clauses are those in effect through Federal Acquisition Circular 2001-04. This solicitation is not a small business set-aside; the North American Industry Classification System (NAICS) code is 54199, and the small business size standard is $6 million dollars. The Government intends to purchase on a firm-fixed price basis. The Government reserves the right to test before award. Should the Government choose to exercise its right to test, the contractor will ship one unit for testing which will occur at the Volpe Center, 55 Broadway, Kendall Square, Cambridge, MA. Inspection and acceptance of remaining units shall be made at the contractor?s plant. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government?s rights under the inspection clause, nor does it limit the Government?s rights with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the warranty. The warranty period shall commence upon the Government?s final acceptance of the deliverables listed in this solicitation. The contractor sha ll also provide transponder firmware upgrades at no cost to the Government for a period of three (3) years. Bids shall include the following information in a written bid: CLIN 0001 ? Unit price $ __________ for ten (10) Automatic Identification System Base Station Transponder Units shall be: (a) commercial off-the-shelf; (b) compliant with International Telecommunications Union (ITU) Recommendation M.1371-1, Technical characteristics for a universal shipborne automatic identification system using time division multiple access in the VHF maritime mobile band ? April 19, 2001; (c) must be interoperable with all Class A shipborne transponder equipment as defined in the International Electrotechnical Commission (IEC) International Standard 61993-2, First edition 12-2001; (d) shall be type accepted by the Federal Communications Commission (FCC) under the Code of Federal Regulation (CFR) Title 47 ? Telecommunication, Part 15- Radio Frequency Devices, and Part 80 ? Stations in the Maritime Services; (e) shall communicate with external systems through a serial digital interface using data formats as defined in IEC PAS 61162-100 Maritime navigation and radio communication equipment and systems ? Digital interfaces ? Part 100, (f) shall adhere to the International Association of Lighthouse Authority (IALA) AIS Committee publication AIS 8-WGS-WP3, Recommendation on the Technical Clarifications on ITU Recommendation ITU-R M.1371-1 and the Interim IALA Guidelines on AIS, October 31, 2001, on base station operating characteristics; (g) shall be capable of functioning as a simplex re peater, repeating all valid and permissible AIS VHF Data Link (VDL) messages as defined in the IALA documents previously mentioned in subparagraph (f) without using the aid of an external processor or additional equipment; (h) shall provide unit status and diagnostic messages via the external data interface port to report system faults and warnings; (i) shall be rack mount design and must be able to be installed in a 19 standard electronics rack; (j) shall have all external connectors for data interface, antenna and power, available at the rear of the unit; (k) shall be capable of operating under standard AC line power (single phase 120 VAC at 50-60 Hz) with an external connection for battery or UPS backup (12 VDC); and (l) shall be designed for continuous operation at temperatures from -1 0? to 120?F (-12?C to 49?C), and relative humidity < 95%; and CLIN 0002 ? Unit price $_____________ for ten (10) Base station GPS antenna. Total firm-fixed price bid for CLINs 0001-0002 of $_____________ accompanied by any discount terms. All items being procured must be new. Delivery shall be FOB destination for the one (1) test unit and FOB Origin for the remaining nine (9) units. The test unit must be shipped no later then April 15, 2002 to: DOT/RSPA/Volpe Center, 125 Monroe Street, Cambridge, MA 02142, Attn: Kam Chin DTS-52. The remaining nine (9) units must be ready for pick-up at the contractor?s plant no later than April 22, 2002. The Government will be responsible for all necessary manifests and/or bills of lading. Solicitation provision FAR 52.212-1, Instruction to Offer ors ? Commercial Items (OCT 2000) is hereby incorporated by reference; submit signed and dated bid to the office specified in this solicitation. Solicitation provision FAR 52.212-2, Evaluation ? Commercial Items (JAN 1999) applies to this acquisition as follows: (a) The Government will award a contract resulting from this solicitation to the responsible bidder whose bid conforming to the solicitation will be most advantageous to the Government, considering only price and the price-related factors included in the invitation. (b) The Government will evaluate bids for award purposes by adding the total price for all CLINS (0001-0002). The Government may determine that a bid is unacceptable if the CLIN prices are significantly unbalanced. The Government may reject a bid as nonresponsive i f the prices bid are materially unbalanced between line items. A bid is materially unbalanced when it is based on prices significantly overstated in relation to cost for other work, and if there is a reasonable doubt that the bid will result in the lowest overall cost to the Government even though it may be the low evaluated bid, or if it is so unbalanced as to be tantamount to allowing an advance payment. (c) A written notice of award or acceptance of the bid, mailed or otherwise furnished to the successful bidder within the time for acceptance specified in the bid, shall result in a binding contract without further action by either party. In addition, bidders are reminded to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certification ? Commerci al Items (MAY 2001), with their bid. Two copies of each original bid must be delivered to the U.S. Department of Transportation, Volpe National Transportation Systems Center, ATTN: Ms. Diane E. McKenzie, Contract Specialist, DTS-853, 55 Broadway, Building 4, Room 2101, Kendall Square, Cambridge, MA 02142 no later then 2:00 P.M . EST on March 28, 2002. The package must be marked IFB: DTRS57-02-B-60006. The public bid opening will be held in Building 4, Room 295B at 2:00 P.M. EST, on March 28, 2002. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short ? term working capital assistance for transportation-related contracts.
