Description
NA The Volpe National Transportation Systems Center (Volpe Center) intends to lease a Bell Long Ranger 206 with flight crew or a comparable helicopter, equipped with VHF Radios and an ATCRBS transponder. This is a competitive Request for Quote for the lease of a Helicopter. The Volpe Center has initiated activities leading to near-term deployment of a Helicopter In-flight Tracking System (HITS) in the offshore area of the Gulf of Mexico. The Volpe Center will evaluate the HITS technology for airborne targets, and demonstrate its potential as a cost-effective flight following system for helicopters. To support the evaluation of HITS during the Operational Test Period (OTP) controlled flight-testing, the Contractor shall supply a helicopter and a pilot to support flight-testing for approxim ately three days. During the HITS flight controlled testing, the Contractor shall acquire a unique Mode A code from Houston Center during the controlled flight-testing period. To support the objectives of the HITS test program, the Government will conduct controlled flight tests to evaluate the performance of HITS, including positional accuracy, coverage volume, and target resolution amongst others. The Contractor shall install a Trimble Omni Star GPS TSO?d antenna, delivered by the Government, on the frame of the helicopter to support the Government?s data collection activities. Flights shall originate from the HITS test command center, located at PHI at Lafayette Regional Airport (LFT) in Lafayette, LA. This requirement will be conducted using Simplified Acquisition procedures FAR (Federal Acquisition Procedure) Part 13. This is procurement is allowing for Full and Open Competition regardless of size standard. However, if applicable, the NAICS Code is 532411 and the small business size standard is no more than $5 million dollars. Any interested parties must respond by April 6, 2002 in order to receive a Request for Quotation. The solicitation and any document related to this procurement will be available on the Internet; these documents will be available in text format and reside on a WWW server, which may be accessed using Web browsers. Offerors desiring to receive electronic notification of the solicitation?s posting and availability f or downloading may register at the Volpe Center website. Contractors are warned that when they register to receive solicitations, amendments, and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the contractor. The Government will make no additional efforts to deliver information when the system indicates that transmissions cannot be delivered to the email address provided.
