Description
This acquisition is being offered for competition limited to eligible 8(a) concerns and is restricted to within a 50 mile radius of Norfolk, VA. The procurement will be for an Indefinite Quantity Award Term Design/Build, Construction Contract. Best Value will be based on past performance and experience each of equal weight. The purpose of this contract is to establish terms and conditions upon which the Contractor will effect design/build, construction, repairs, and alterations for the U.S. Coast Guard in any of the 50 United States, however, the majority of the work will be east of the Rocky Mountains. Some Task Orders may include the requirement to provide design capability in conjunction with construction in the form of, but not limited to, stamped drawings or sketches to describe proposed new construction, repair and alteration projects and to provide descriptions or specifications for proposed materials or equipment. This contract is intended to provide prompt services on as needed basis at minimum administrative costs and to assume that the work will be performed in an expeditious and efficient manner within the budgetary limitations and performance time established for each order. The base contract period shall be for a period of three years with the opportunity of exercising additional award terms up to 10 years. Each delivery and/or performance requirement shall be negotiated with each individual Task Order. 8(a) firms desiring consideration should submit appropriate data to the U. S. Coast Guard, Contracting Division, Facilities Design & Construction Center (Atlantic), 5505 Robin Hood Road, Suite K, Norfolk, VA 235123 not later than 4:30 P.M. on 7 May 2002. This is not a Request for Proposal. The applicable North American Industry Classification System (NAICS) code for this acquisition is 234990 and the small business size standard is $28.5 Million. Attention: Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs)! The Department of Transportation (DOT), offers working capital financing and bonding assistance for transportation related contracts. DOT's Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $500,000 with interest at the prime rate.
