Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The following provisions and clauses apply to this acquisition: 1) 52.212-1, Instructions to Offerors-Commercial (OCT 2000); 2) 52.212-3, Offeror, Representations and Certifications-Commercial Items; 3) 52.212-4, Contract Terms and Conditions-Commercial Items (APR 1998), with an addendum; and 4) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (AUG 2000). Solicitation Number 1435-04-02-RP-86318; the solicitation is issued as a Request For Proposal (RFP). The U.S. Department of Interior?s GovWorks, on behalf of the U.S. Department of State, is soliciting proposals to identify a contractor to provide editorial services for a combination quarterly print magazine/web site during its start- up phase. The proposed Arabic language magazine/web site, to be funded by the U.S. State Department, would be aimed at Arab youth. It would seek to explain American values to a target audience of 18 to 35 year olds in the Arab world. We expect the production work for this magazine/web site will be contracted out to a private sector organization. SCOPE OF WORK: The contractor shall: (1) serve as liaison between the U.S. State Department staff and the production contractor?s staff that produces the magazine/web site; (2) be responsible, in conjunction with the production contractor or State Department staff, for developing the initial designs for a prototype/first issue of the new magazine/web site, which will then become the template for the magazine/web site; (3) provide feedback on articles and layouts in the draft stage to the production contractor and help formulate editorial plans for subsequent issues; (5) monitor the new magazine?s/web site?s texts in draft to ensure consistency with U.S. government policies in their statements and implications. This project is expected to take one year from the date the contract is awarded. The estimated cost is less than $75,000. HOW TO RESPOND: Offerors must submit a resume, a one page cost proposal, specific references (including contract number & project description, period of performance, dollar amount, client identification with the point of contact & telephone number) for previous work of this nature that you have performed, and a proposal detailing the plan for fulfilling the Scope of Work described in this synopsis/solicitation. References will be checked. Offerors must submit an original, five (5) copies, and one (1) electronic copy on a disk in Microsoft Word, no later than noon, Eastern Standard Time, April 16, 2002, to the Contracting Officer at the address specified for receipt of proposals below. EVALUATION OF PROPOSALS: Offerors? proposals and resume will be evaluated using the following criteria: (1) extensive Arabic language skills; (2) experience, background, knowledge of the Arab world; (3) experience producing effective messages for foreign audiences in publications sponsored by U.S. government agencies; (4) experience with creating magazines/web sites geared to foreign audiences. Gov.Works will conduct this acquisition by reviewing and evaluating the experience and capability of the Offeror as demonstrated by the information supplied in the resume, references and proposals. CONTRACT AWARD: Contract award shall be made to the responsible Offeror whose offer, in conforming to this RFP, provides an overall best value to the Government.
