Description
NASA/GRC plans to issue a Request for Quotation (RFQ) for 1. - QTY 10 Controller Conversion Kit; shall convert existing Level 7 WDPF Processort to Ovation NT for a Redundant Controller. 2. - QTY 4 Extended I/O Option for selected Redundant Controller Upgrade Kits; shall provide extended options to existing I/O in the control system. 3. - QTY 10 WDPF Controller Conversion to Ovation NT; shall include the migration of existing WDPF Control Code and Database to the Ovation format. 4. - QTY 1 Configuration and Test of all controllers specified in line items 1-3. Configuration, loading and testing of all controllers w/converted software shall be done. 5. - QTY 25 Conversion of existing WDPF Graphics Screen Code; shall be compatible w/new Ovation format. 6. - QTY 1 Dual Homed Network Interface Card for the software server. Network Card must be campatible w/existing software server and new Ovation NT Network. 7. - QTY 1 Single Homed Network Interface Card for Redundant Ovation Drop. Network Card must be compatible w/existing Ovation Controller and new Ovation NT Network. 8. - QTY 3 Factory Acceptance Testing Support. Provide support at the vendor's site for a complete integrated test of all components and software specified. 9. - QTY 1 Configuration and Setup of existing government owned Ovation NT software server. Configuration update shall include all the required parameters to include converted drops specified in line itmes 1-3. 10. - QTY 5 Ovation NT Operators Workstation. Operator Workstation to replace existing stations shall include the hardware ad software to network existing drops to new Ovation NT Network. 11. - QTY 2 Ovation NT Engineers Workstation. Engineer workstation to replace existing stations shall include the hardware and software to network existing drops to new Ovation NT Network. 12. - QTY 1 Ovation NT Historical Storage and Retrieval Workstation. Shall provide system wide HSR function w/existing and new database. Shall include all hardware and software to perform the HSR function. 13. - QTY 2 Printed Documentation; shall include manufacturer's standard documentation on delivered components and project specific documentation. 14. - QTY 1 Complete set of manufacturer's Ovation Process Control Documentation in electronic format on CDROM. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from Westinghouse Process Control, 200 Beta Drive, Pittsburg, PA 15238-0000. THE AUTHORITY FOR OTHER THAN FULL AND OPEN COMPETITION is 10 U.S.C. 2304 (c). This procurement is a preventative maintenance measure for the existing facility control system in the 10x10 Supersonic Wind Tunnel (SWT). The items described are replacements for those components of the existing control equipment in the facility that are obsolete. This will increase the current capability and reliablity of the existing Westinghouse Distributed Process Controller System currrently installed at the GRC 10x10 SWT. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Monday, May 6, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
