- Description
- The Pension Benefit Guaranty Corporation (PBGC) has a requirement for actuarial programming services. These programming services will include maintenance and enhancement of the PBGCs Pension Insurance Modeling System (PIMS). For a related effort supporting the PBGCs PIMS program, see Section R of the August 14, 2001, edition of the CBD. PIMS is a stochastic simulation model designed to quantify the amount of risk facing the PBGCs single employer insurance program. PIMS computer code is written in C++ programming language and is compiled with a Watcom compiler to run under Windows NT. PIMS input database includes significant details on a sample of over 400 pension plans, key financial variables of the approximate 250 companies that sponsor those plans, details on the PBGCs current assets and benefit payment obligations and recent history of key financial market returns. Maintenance activities will include but not limited to troubleshooting and debugging, identifying problems/errors, making corrections and implementing efficiency improvements. Enhancements will include the programming of major upgrades or significant new modeling capabilities. The PBGC intends to purchase up to 7,000 professional hours of actuarial services over the base year of the contract and an additional 7,000 hours in each of four option years to be included in the contract. Telephone requests for this solicitation will NOT be honored. The solicitation document will be distributed through the FedBizOpps.gov web site. The site contains downloading instructions. All information about this acquisition, including solicitation amendments, will also be distributed through the FedBizOpps site. Interested parties are responsible for monitoring the site to assure that they have the most up to date information about this acquisition. All firms obtaining a copy of the solicitation from FedBizOpps are requested to notify the contract specialist, preferably via email at Smith.Gregory@pbgc.gov. This notification is requested to include the firm's name, address, contact person, phone number, and email address if available. Interested parties unable to download the solicitation may obtain a hard copy of this solicitation by requesting in it writing to the PBGC via the contract specialist. The estimated issue date of this solicitation is on or about September 4, 2001. All responsible sources may submit a proposal for consideration by the agency.
