- REQUEST FOR QUOTATION NA1341-02-Q-0315 AMENDMENT #0002 The above referenced request for quotation is hereby amended to respond to questions submitted and the response date has been extended to March 28, 2002: QUESTION: Would you consider buying used cargo containers? ANSWER: No. New containers only. QUESTION: Would you consider purchasing containers, which were built subsequent to 1998 which are almost brand new. ANSWER: New containers only. Almost new containers are not acceptable. QUESTION: Do the containers have to be built in China? ANSWER: No. Most containers are built in China, and the reference to China is only to clarify the new aspect (one voyage only). Containers meeting the specification (one voyage only) manufactured in other countries would be acceptable. QUESTION: The standard marine coating used when repainting new or like new containers is Hempatex 4641 Acrylic. A specification sheet will be supplied with the color card when we submit the bid. Will this system be acceptable or do we have to use a chlorinated rubber? ANSWER: NIST's information is that the type of paint utilized on new containers is typically chlorinated rubber. If the container is fairly new (up to one year old), only chlorinated rubber will adhere due to the continued curing and out-gassing of the original chlorinated rubber paint. NIST requires the chlorinated rubber. QUESTION: The solicitation calls for "a color chart for approval of the exterior light gray color of the Conex sea container." Do you just need a sample of what the gray would look like or do you need a chart from our paint supplier? ANSWER: NIST simply needs to approve the color. Either a sample of the actual paint or a color chart would work. QUESTION: Line Item 0003 calls for "The delivery shall include the positioning of these containers in positions specified by the NIST Tech. Info. Contact." Will NIST be providing a forklift or crane? If not, can the containers be tilted into position or will the Contractor need to provide a forklift? ANSWER: NIST will have a fairly large forklift, a front-end loader, or a back-hoe available to lift and push or bump the containers into position. NIST will not have a crane. NIST is requiring that the delivery vehicle be capable of sliding the containers into a position that is close in proximity to the desired location. NIST will then utilize our equipment to lift and push or bump the containers into the exact desired location.
