Description
The USDA, Agricultural Research Service, requires livestock (steer) for use in Grazing research to be furnished F.O.B. Destination to the USDA, ARS, Appalachian Farming Systems Research Center (AFSRC)(Research Farm located approximately 12 miles from the facility), 1224 Airport Road, Beaver, WV 25813-0400. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. A copy of the written solicitation is available as an attachment. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-04. Solicitation 05-3615-02, Request for Quotation (RFQ), is unrestricted for the NAICS code 422520 with a business size of 100 employees. The Government shall award a Firm Fixed-Price (FFP)-Economic Price Adjustment (EPA) purchase order as a result of the solicitation. The contract will be for a base period from April 15, 2002 through March 31, 2003, plus four (4) 12-month option periods beginning annually from April 1st through March 31st. SCHEDULE OF ITEMS - Furnish and deliver Livestock (Steer) in accordance with the terms, conditions, and specifications contained in this document. THE GOVERNMENT ALSO RESERVES THE RIGHT TO AWARD THIS CONTRACT ON AN "ALL OR NONE" BASIS. BASE PERIOD OF PERFORMANCE: APRIL 15, 2002 THROUGH MARCH 31, 2003. Item no. 01, Quantity = 42, UNIT =EA, UNIT PRICE: $______ and AMOUNT: $_______. FIRST OPTION PERIOD OF PERFORMANCE: APRIL 1, 2003 THROUGH MARCH 31, 2004. Item no. 02, Quantity = 42, UNIT =EA, UNIT PRICE: $______ and AMOUNT: $_______. SECOND OPTION PERIOD OF PERFORMANCE: APRIL 1, 2004 THROUGH MARCH 31, 2005. Item no. 03, Quantity = 42, UNIT =EA, UNIT PRICE: $______ and AMOUNT: $_______. THIRD OPTION PERIOD OF PERFORMANCE: APRIL 1, 2005 THROUGH MARCH 31, 2006. Item no. 04, Quantity = 42, UNIT =EA, UNIT PRICE: $______ and AMOUNT: $_______. FOURTH OPTION PERIOD OF PERFORMANCE: APRIL 1, 2006 THROUGH MARCH 31, 2007. Item no. 05, Quantity = 42, UNIT =EA, UNIT PRICE: $______ and AMOUNT: $_______. SPECIFICATIONS - The Contractor shall comply with all requirements of the Animal Welfare Act. The groups of livestock used must be as uniform as possible in genetic background (same sire), breed, size, weight, and sex, of Angus breeding from genetically similar sires (prefer 1/2 sibling (brother) sires) and from the same momma cow herd. Black Baldies (Angus X Hereford) are acceptable if they are from the same cow herd and the sire genetics conform to those listed above. A mixed lot of Angus and Black Baldies are acceptable if they are from the same cow herd and the sire genetics conform to those listed above and are available in multiples of 6. Animals should be from like managements, like winter plan of nutrition, like background, and like vaccinations; must be castrated (an healed) males (no stags) of calm and tractable nature. The Contractor is required to follow standard industry practices regarding handling, identification (ear tag) of animals, health care, vaccination sites, and transportation that will ensure a safe delivery at the destination. QUANTITY: 42 each for every performance period. Option year quantities are expected to be the same, but may be adjusted due to weather conditions and research program changes. Quantities may be increased or decreased during each performance period due to weather conditions or the research program. The cost of the livestock acquired during each contract year will be revised in accordance with the Economic Price Adjustment (EPA) clause, and based on the livestock market prices published in the "USDA Livestock Market News" (West Virginia Department of Agriculture, Charleston, WV area) upon the contractor's written request. Exercising the option periods will be at the Government's sole discretion. The contract shall not exceed five (5) years. AGE:12-15 months of age with verifications/documentation in accordance with Section A.10. WEIGHT/SIZE: Average weight of each animal must not be less than 725 pounds and not more than 775 pounds. All animals must meet a Medium-1 frame size and muscling score using the USDA system for grading of cows which is located at ttp://www.ams.usda.gov/lsg/stand/standards/fedr-cat2000.pdf. The Contractor shall be responsible for weighing the animals on certified scales, tested by appropriate authority, at the Contractor's premises. ANIMAL CHARACTERISTICS: 1) from a single source/farm and not co-mingled with other cattle; 2) males (no stags); 3) castrated (between birth and six (6) months of age) and healed; 4) naturally/genetically polled; 5) of calm and tractable nature; 6) dewormed and treated for lice at least 30 days prior to shipment; 7) from like managements, like winter plane of nutrition, like backgrounding, like vaccinations (IBR, PI3, 7-way, etc.). VACCINATIONS: Vaccinations/injections must be given in accordance with state and federal regulations, by an accredited veterinarian. Animals are required to have the following vaccinations at least 30 days but not more than 45 days prior to delivery: BVD (Bovine Virus Diarrhea); IBR (Infectious Bovine Rhinotracheitis); PI 3 (Para-Influenza 3); Pasteurella vaccine; 7-way Clostridial [Clostrdium chauvoei, Cl. septicum, Cl. noryi, Cl. sordellii, Cl. perfringens types C and D, and CL Tetani, (these include but not limited to Blackleg, Malignant Edema, Overeating Disease and Tetanus)]; Haemophilis somnus (Shipping Fever); BRSV (Bovine Respiratory Syncytial Virus); and Morxella bovis (Pinkeye). Animals are to be healthy with no overt signs of disease and free of injury, active lameness, respiratory disease, warts, pinkeye or scars resulting from pinkeye, and ringworm upon delivery. The Contractor shall be required to dispose of and replace the quantities for any nonconforming items within 7-10 days after the animal is returned. The Government shall: Upon delivery, immediately inspect the animals for compliance with the terms and conditions of this contract. The Government will not accept any (nonconforming) injured, dead, or diseased or with blemishes or active cases of pinkeye or scars resulting from Pinkeye, animals found in the shipment and will not be charged for the same. The screening committee reserves the right to refuse any animal that does not meet the minimum criteria for frame, muscle, body conditions, or any animal deemed to unhealthy or have an undesirable disposition. The Government may increase/decrease the quantities required for each performance period or not exercise an option due to a drought or a change in the research program. Animals shall be marketed by the Government through local livestock services or slaughtered in accordance with Agency regulations. PACKING AND SHIPPING - The Contractor shall comply with all requirements of the Animal Welfare Act. The Contractor shall ship the animals in accordance with standard commercial practices that will ensure a safe delivery at the destination. Animals shall be shipped in proper enclosures to protect from weather elements and in a manner that will insure a safe delivery at destination. Containers and closures shall comply with the International Commerce Commission regulations, Uniform Freight Classification Rules, or regulations of other carriers, as applicable to the cargo and the mode of transportation. The Contractor shall deliver the animals within 24 hours of loading on the vehicles. DELIVERY - The animals and documentation to be furnished shall be delivered, all transportation charges paid by the Contractor. Delivery for all periods shall be on or after April 15th through May 15th each year. Changes to the delivery schedule shall be mutually agreed upon by both parties. Deliveries are not to be split. Delivery shall be made in accordance with FAR Clause 52.247-34, F.O.B. Destination clause to: USDA, ARS, NAA, Appalachian Farming Systems Research Center (AFSRC), 1224 Airport Road, Beaver, WV 25813-9423, however, the Research Farm is located approximately 12 miles from the AFRS facility. Delivery shall be made within the hours of 8:00 a.m. to 3:30 p.m., Monday through Friday, excluding Federal holidays and shall be arranged with the COR for a specific date/time and obtain driving directions. Upon delivery the animals shall be immediately inspected by the Government. The Contractor shall be required to dispose of and replace the quantities for any nonconforming items within 7-10 days after a animal is returned. DOCUMENTATION - The Contractor shall provide with their offer: 1) a copy of the State Department of Agriculture Livestock License, and 2) a signed Statement of Eligibility (Humane Slaughter Act) which states: "The supplier agrees that livestock slaughtered outside the United States, its possessions, and Puerto Rico, conform to the requirements of the Humane Slaughter Act of 1958 (7 U.S.C. 1901-1906)" and 3)A list to identify the type of animal breed(s) that will be offered. The Contractor shall also provide upon delivery, a signed certificate that includes (at a minimum) the following: the purchase order number, livestock's individual weight at delivery; the Animal Identification Number; age, health care provided, date(s) and administration of vaccination type(s), deworming, and lice control, etc., route of administration (SubQ, IM, nasal, oral, or external-pour-on), specific Product Name and Lot Number, and all standard reports with each shipment in accordance with industry practices. Animals shall be weighed on certified scales tested by appropriate authority at the Contractor's premises. The Government shall not be responsible for obtaining this information. The purchase order number shall be included on all shipments and documentation. FAR 52.212-4, Contract Terms and Conditions - Commercial Items applies to this acquisition. ADDENDA TO CLAUSE FAR 52.212-4: (a) Inspection and Acceptance is amended to include the following: AGAR 452.246-70 Inspection and Acceptance: (a) The Contracting Officer or the Contracting Officer's duly authorized representative will inspect and accept the supplies and/or services to be provided under this contract. (b) Inspection and acceptance will be performed at: USDA, ARS, North Atlantic Area (NAA), Appalachian Farming Systems Research Center (AFSRC), 1224 Airport Road, Beaver, WV 25813-9423. 2. Item (g) Invoice is amended to include the following: The invoice shall be submitted in an original and one copy after delivery and acceptance of each shipment. Invoices shall be returned if the following information is missing: 1) the purchase order number; 2) the VID number from block 10 on the purchase order placed directly under the Remit To Address; 3) and an identification by the purchase order line item, description, amount, shipping and transportation costs, and other charges (listed separately). The invoice shall be mailed to: USDA, ARS, North Atlantic Area (NAA), Appalachian Farming Systems Research Center (AFSRC), 1224 Airport Road, Beaver, WV 25813-9423, Attn: Iris Lilly. ADDITIONAL QUOTATION INFORMATION - In accordance with FAR Clause 52.214-13, offers may be facsimiled by the due data to (215) 233-6558 between the hours of 8:00 a.m. to 3:00 p.m. However, the Government shall not accept responsibility for undelivered or unreadable offers. FAR 52.212-2, Evaluation of Commercial Items applies to this requirement. ADDENDUM to FAR CLAUSE 52.212-2:A - Item D.3(b) is revised to "Options will be evaluated based on quoted prices without the EPA." B. EVALUATION FACTORS FOR AWARD-FAILURE TO PROVIDE THE INFORMATION RELATIVE TO EACH EVALUATION FACTOR MAY RENDER YOUR OFFER NON-RESPONSIVE. The Government intends to make an award based on the technically acceptable offer with the lowest evaluated price offering the best value to the Government, price and other factors considered. Listed below are all the factors that will be considered: Technical capability, past performance and price. Technical and past performance, when combined, are more important, when combined, when compared to price. Both Technical and Past Performance shall be rated on a PASS/FAIL basis. 1) TECHNICAL CAPABILITY OF THE FIRM - Technical capability will be based on submission of the following: Each offeror is required to submit one copy of the company's State Department of Agriculture Livestock License, the Humane Slaughter Act statement and certification, and any other documentation for the item, and show how the offered product meets or exceeds the requirements as specified in the Specifications. Each offeror is also required to identify the type of animal breed(s) that will be offered. We prefer Angus breeding from the same sire or from the 1/2 sibling (brother) sires and from the same momma cow herd. Black Baldies (Angus X Hereford) are acceptable if they are from the same cow herd and same sire or 1/2 sibling sires. A mixed lot of Angus and Black Baldies are acceptable if they are from the same cow herd and same sire or 1/2 sibling sire and are available in multiples of 6 (6,12,18,24, etc.) in addition to the other specifications shown in Section A.3.1.; 2) PAST PERFORMANCE - Past performance history may be based on the Contracting Officer's knowledge of any previous history of this type of work, customer surveys or any other verifiable information available to the Contracting Officer. In order to be considered for a contract award, Contractors shall provide a list of five (5) contracts of a similar nature and complexity that the were awarded within the past five (5) years or that is/are currently in force. This information must be submitted with your offer. For each contract, list the following: 1. Name, address, and telephone number of the contracting organization, the Government's Project Officer and Contracting Officer. 2. Contract number, type, and dollar value. 3. Date of contract and period of performance. 4. Project Description. 5. List any contract(s) terminated for convenience or default (partial or complete) within the past three (3) years. Include the contract number, name, address, and telephone number of the terminating officer. 3) PRICE - Price includes all costs (i.e., animals, vaccinations, transportation) and any discount terms. Offers shall be evaluated based on quoted prices without the EPA. The cost of the livestock during the option periods will be redetermined based on the livestock market prices published in the "USDA Livestock Market News" and the EPA clause. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
