Description
US Forest Service Request for Quotation, R6-14-02-11, Commercial Services for ROAD MAINTENANCE. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subparts 12.6, 13.5 and AGAR Advisory Number 40 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. FAR clauses 52.212-1, and 52.212-3 through 5 are applicable and this synopsis/solicitation incorporates all provisions and clauses in effect through Federal Acquisition Circular 2001-03. Forest Service orders and AGAR clause 452.236-77 apply and camping restrictions will be in accordance with the MOU between the Forest Service and Department of Labor. All clauses and provisions referenced in this announcement may be accessed at the following website: http://www.arnet.gov/far/. The awarded documents will be 3 year IDIQ (with no minimum guarantee) multiple year, multiple award, for machine (backhoe) and hand work in support of the Forest road maintenance program. Contract maximum is not to exceed $500,000. Machine and handwork includes but not limited to recurring maintenance of culverts, catch basins, drain ditches, cattle guards, snow gates, and barricades. Sufficient awards will be made to provide for adequate competition amongst task orders. It is anticipated the Government will award up to six contracts. Resultant contracts will be unique arrangements and the Governments consideration is that only those vendors with existing contracts will be allowed to submit a quote on the work offered. This acquisition is a small business set-aside. The standard NAICS classification is 115310. Individual Task Orders will be issued referencing the prime contract award by warranted contracting personnel from the Blue Mountain Zone Area Province (ZAP). FAR 52.216-18 applies: Orders may be placed from date of award through 11/01/2004. Orders will be issued in writing, by mail, facsimile, or electronic methods. FAR 52.216-19 applies: (a) $2,500.00, (b) there are no maximum order limitations. FAR 52.216-22 applies: all work shall be completed by 12/31/2004. Contractor is not required to supply a quote on any individual task order. Both the Washington and Oregon Service Contract Act wage determinations apply (see 08000 Forestry and Logging Occupations); Wage Numbers 1977-0079 (05/31/201) and 1977-0209 (07/12/2001). Contract awards will be based on the criteria noted below. Individual task orders will then be placed with consideration given to all awardees for the location and type of work, on an individual order basis. It may be in the form of a pricing quotation, or the relative experience, or urgency. Consideration need not be limited to price. Specifications will be performance based (PBSC) and task orders will be issued on a firm-fixed price basis. Award Criteria is as follows: 1. Relevant Experience, and 2. Past performance. Criteria are listed in order of importance. All evaluation factors other than cost or price, when combined are approximately equal to cost or price. Interested firms are requested to submit: 1. A resume of the last three years of relative projects complete with contact names and phone numbers. Include resumes for those individuals who will be doing the actual work (past performance evaluations will be conducted), and 2. provide commercial pricing for the following: Backhoe $___________________/HR Handwork $___________________/HR *Snowgate Fabrication $________________/EACH *Snowgate Installation $________________/EACH *See Exhibits A-1 and A-2 for details. Exhibits can be obtained by choosing OTHER or as described elsewhere.
