- OR BLM ERFO 2000(1)-30(9), SALEM DISTRICT ROADS, BLM Salem District, Clackamas and Linn Counties, Oregon. Initial notice posted to FedBizOpps on March 11, 2002 and printed issue date on March 12, 2002. BY ISSUE OF THIS MODIFICATION WE ANNOUNCE THIS SOLICITATION AS A HUBZONE SMALL BUSINESS SET-ASIDE. Presolicitation notices are being sent to firms on this agency's mailing list concurrently with the publication of this synopsis. This work consists of grading, drainage, base, paving, and riprap at multiple sites. The project consists of construction survey & staking; construction schedules; temporary traffic control; 240 m silt fence; 0.4 ha clearing & grubbing; 6,800 cu m excavation & embankment; 1,200 sq m earthwork geotextiles; 5,000 cu m riprap; 750 t minor crushed aggregate; 240 t minor hot asphalt concrete; 35 m culvert; 0.3 ha ea seed and mulch; 400 m permanent pavement markings; 100 flagger hours; and other smaller items of work. Project sites are located approximately 25 km south of Molalla and 40 km east of Sweet Home, Oregon. Work shall be completed by October 15, 2002. Estimated price range is between $250,000 and $500,000. The following applies only to Minority, Women-Owned, and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT), offers working capital financing and bonding assistance for transportation-related contracts. DOT's Bonding Assistance Program (BAP) offers bid, performance, and payment bonds on contracts up to $1,000,000. DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $500,000 with interest at prime rate.
