- ID RRP-DEFL 2002(1), DEER FLAT NWR COMPLEX, Deer Flat National Wildlife Refuge, Canyon County, Idaho. Initial notice posted to FedBizOpps on March 11,2002, and printed issue date on March 12, 2002. BY ISSUE OF THIS MODIFICATION WE ANNOUNCE THIS SOLICITATION AS FULL AND OPEN COMPETITION ON AN UNRESTRICTED BASIS. Presolicitation notices are being sent to firms on this agency's mailing list concurrently with the publication of this synopsis. This work consists of 0.806 km of grading, drainage, base, pavement, and 8 parking areas. The project consists of construction survey and staking; contractor sampling and testing; construction schedules; removal of 7 gates; 2,800 t minor crushed aggregate; 3,000 t minor hot asphalt concrete; 5 t asphalt tack coat; 14 m culvert, 430 mm x 330 mm; 30 m guardrail; 8 gates; 5,000 m permanent pavement markings; 80 flagger hours and 40 pilot car hours; 7 m surface water deflector; and other smaller items of work. Project is located approximately 5 km southwest of Nampa, Idaho. Work shall be completed by September 20, 2002. Estimated price range is between $100,000 and $250,000. The following applies only to Minority, Women-Owned, and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT), offers working capital financing and bonding assistance for transportation-related contracts. DOT's Bonding Assistance Program (BAP) offers bid, performance, and payment bonds on contracts up to $1,000,000. DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $500,000 with interest at prime rate.
