Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Quotation (RFQ) No. F49642-02-R-0007. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-26. This is a small business set-aside. The North American Industry Classification System code is 541380 (formerly SIC code 8734). STATEMENT OF WORK TO REPAIR HTHW GENERATOR CONTROL SYSTEM AT BLDG 18 CENTRAL HEAT PLANT Contractor shall furnish all plant, labor, materials, transportation, equipment, supervision and all other items and a service necessary to repair the HTHW generator control system as specified in this statement of work. The project location is Central Heat Plant Building 18, Bolling Air Force Base, D.C. The following short work description shall serve as general information only, and shall not limit the contractor?s responsibility or obligation to conform to all state and local laws and in accordance with manufacturer?s recommendations. The contractor is responsible for verifying all quantities and measurements during the site visit and prior to installation. The Government shall not be held liable for errors in measurements. The performance period shall be 30 days after award. Work dates will be coordinated with government representative prior to start of work for final approval. SPECIAL INSTRUCTION: A site visit will be required with the Contractor, Requestor, Contracting Officer, and Project Manager prior to the Contractor submitting his work proposal and bid. Contractor shall submit material specifications, description of how work will be performed, cost of materials, equipment and man-hours for government?s review and acceptance during the solicitation process. CONTRACTOR REQUIREMENTS: The contractor shall specialize in HTHW generator maintenance and repair or projects similar to what is required in this statement of work. Contractor shall possess applicable licenses and certification if required by material manufacturer. Contractor shall have, at minimum, four years of experience in the construction industry. Security Requirements: The contractor shall submit names of all personnel assigned on site prior to start of work for base passes and security clearance requirements. In order to obtain base passes for personnel, contractor shall provide on company letterhead to the Contracting Officer the following: Employee?s name, Employees home address, Employee?s date of birth, Social Security Number and Driver?s License Number and State of Issue. Supervision by Contractor: The contractor shall at all times provide adequate supervision of his employees to ensure complete and satisfactory performance of all work in accordance with the terms of the contract. Contractor Employees: The contractor agrees to utilize factory trained and certified installers. Personnel shall be responsible, experienced and capable in performing the tasks on this contract. The contractor may be asked to remove persons assigned to this contract if such individual is identified to the contractor by the Contracting Officer as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population. Contractor Vehicle Route: Vehicles shall enter and exit Bolling AFB through the South Gate (Visitor?s Center) and proceed to the work site via Chappie James Boulevard. The Contractor shall cover open-bodied vehicles transporting materials, equipment, dirt, construction debris, rubble or other material, which may become airborne and create air pollution on base. Hours of Operations: The contractor shall establish a work schedule, which requires work to be performed from 0715hrs to 1600hrs, Monday through Friday. PRE-INSTALLATION REQUIREMENTS: Before replacement services are started, the contractor shall inspect the work site and ascertain all information necessary to deliver effective performance of the services. The Contractor shall notify the Contracting Officer of any conditions that prevent the suitable completion of these services. DESCRIPTION OF WORK: The primary objective of this project is to provide labor and material to repair the HTHW generator system with the following equipment and services. Upon installation of parts and repairs the Contractor shall inspect and trouble shoot system to ensure proper operation. Provide New SCADA System for HTHW Generators (1) Pentium PIII or higher PC with: 256 MB Ram CD Drive Internal Zip Drive 17" Monitor Keyboard and Mouse (1) 4 Port Digiboard (1) 500 Point Citect SCADA Package (80) Hours Engineering and Programming (1) Week Field Startup and Training Provide New Opacity Monitors with Recorders (3) Fireye Opacity Monitors with Recorders Remove old Opacity Monitors Install Stack Units; Install Control Units and Recorders in Panels Install purge air from F.D. Fan to Stack Units Startup and Training Provide New Oxygen Analyzers (3) Ametex WDG-INSITU-36 Oxygen Analyzers Remove old Oxygen Analyzers Install Oxygen Analyzer Control Units and Probes Startup and Training Provide New Stack Temperature Transmitters (3) Foxboro Transmitters: 100 ohm input/ 4-20 madc output Install Transmitters in stack Add signal to New SCADA System and or wire To existing Generator Recorder CLEAN UP: Daily site clean up shall be accomplished by the contractor. Clean up shall include, but not limited to, removing all construction material and equipment from the job site that has not been installed. Rubbish, debris, rubble, and garbage shall be removed daily from the Base. At the end of the workday, the Contractor shall inspect the site to ensure that all paper, cardboard, and similar materials are removed to provide a litter-free appearance. Final Clean up: Upon completion of installation work, all equipment shall be removed and all surfaces broom swept prior to turn over of completed work for review. DISPOSAL: It shall be the responsibility of the contractor to dispose of removed materials such as rags, trash, wood scraps and cuttings from the work site and Bolling AFB. The contractor shall not use any of the installation dumpsters for disposal. All materials removed shall be disposed of by the contractor at an off base site, meeting all local, County, State and Federal regulations. PROTECTION OF PROPERTY AND GENERAL PUBLIC: The Contractor shall provide barricades, and warning signs as necessary to protect the property, adjacent property, employees, and the general public, and shall comply with all applicable federal, state, and local regulations. QUALITY ASSURANCE: According to the Inspection of Services clause, the government will evaluate the contractor?s performance using periodic method of surveillance. WARRANTIES: The contractor warrants that work performed under this contract shall conform to the contract requirements and shall be free of any defects. The contractor shall remedy at the contractor?s expense any defects noted by the Contracting Officer. The contractor shall provide a written warranty agreeing to repair or replace items that fail in workmanship under this contract. The warranty period shall be one year after the date of completion. Materials warranty provided by the contractor shall be terms directly from the manufacturer. GOVERNMENT REMEDIES: The contracting officer shall follow FAR 52.212.4, Contract Terms and Conditions-Commercial Items for contractor?s failure to perform satisfactory services or failure to correct non-conforming services. COORDINATION: The point of contact for all work on this project shall be MSgt. Edwards or designated alternate at 767-1257. PROVISIONS: The provisions at 52.212-1, Instructions to Offerors-Commercial Items and 52.212-3, Offerors Representation and Certifications-Commercial Items are hereby incorporated. Addendum to FAR Clause 52.212-1 applies to this acquisition is as follow: 52.252-1, 52.252-5. Add paragraph (t): The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is determined most advantageous to the Government. Contractor?s proposal must include company?s name, address, and telephone number. All responses must be received by close of business on 18 OCT 01. Award will be made on an ?all or none? basis. Offeror must include, with its offer, a completed copy of the provision at FAR 52.212-3. FAR CLAUSES: The clause at 52.212-4, Contract Terms and Conditions-Commercial Items is hereby incorporated. Addendum to FAR Clause 52.212-4 apply to this acquisition, specifically the following cited clauses: 52.219-6, 52.252-2, 52.252-6, 252.204-7004, 252.212-7001 (DEV), 252.225-7001, 252.243-7001, and 252.246-7000. FAR Clause 52.212-5 (DEV), Contract Terms and Conditions Required to Implement Status of Executive Orders-Commercial Items apply to this acquisition, specifically, the following cited clauses: 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222.36, 52.222-37, 52.222-41, 52.233-3, 52.232-18, Availability of Funds and 52.222-42: THIS IS FOR INFORMATION ONLY: IT IS NOT A WAGE DETERMINATION: Employee Class: General Maintenance Worker, Monetary Wage-Fringe Benefits: $16.46 per hour, which can be located at https://www.ceals.usace.army.mil.
