Description
NA The CECOM Acquisition Center Washington, on behalf of the Joint Tactical Radio System (JTRS) Program Office intends to procure under competitive solicitation DAAB15-02-R-0011 SCA compliant, software-based implementations of the following waveform capabili ties: 1) SINCGARS ESIP with Mil-Std-188-220, 2) IFF Mode S, Levels 4 and 5, 3) APCO 25 (VHF FM Public Service (Land Mobile Radio) and UHF FM Public Service (Land Mobile Radio), and 4) COBRA. The contract requirement is to design, develop, test and delive r SCA compliant waveform applications that are ?portable? (i.e., can be re-hosted onto existing and future JTRS Radio Sets) and can that are easily maintained and upgraded. These waveform applications comprise operational elements of an affordable, interop erable, re-configurable communications system, and will be portable across operating systems (OS) and core framework (CF) implementations. The delivered waveform applications will accurately implement the waveform requirements and performance characteris tics specified in the solicitation . It is a contract requirement that when running on a SCA compliant environment, the waveform application is interoperable with legacy systems and other JTRS systems running the same waveform application. The Government will require separate complete proposals for each waveform proposed. The Offerors may submit proposals for one or more of the required waveforms. The Government reserves the right to make multiple awards on a waveform by waveform basis. It is anticipat ed that the RFP will be available on or about 5 April 2002 for downloading from the Army's Interactive Business Opportunity Page (IBOP), located at https://abop.monmouth.army.mil under Contracting Officer, Peggy Melanson. Proposals will be due 30-days fro m issuance. The solicitation will be available only electronically, no paper copies will be distributed. All further information pertinent to this program will be posted on the IBOP and all interested contractors should register for the Waveform solicit ation specific mailing list.
