Description
NA The Tank-automotive and Armaments Command (TACOM) is interested in identifying contractors who may be interested in developing a Hybrid Electric High Mobility Multipurpose Wheeled Vehicle (HE HMMWV). This market survey is for information and planning pur poses only, it does not constitute a request for proposal, and it is not to be construed as a commitment by TACOM. All interested companies, regardless of size, are encouraged to respond. It is anticipated that TACOM will issue a solicitation (in the future) for the development and production of the HE HMMWV. It is anticipated that the competing contractor's proposals will be evaluated using a paper down select method. It is anticipated that the Government will provide 4 to 12 HMMWV's to the chosen contractor to be converted into HE HMMWVs for a full Government test program. Depending on the results of testing, the contractor who is chosen during the paper down select may be awarded the production vehicles (current projected quantities are between 1,500 to 20,000) on a sole source basis. The HE HMMWV shall: (1) provide a minimum reduction in fuel consumption of 30% based on M1113 and HMMWV Operational Mission Summary and Mission Profile; (2) be C130 transportable; (3) provide continuous auxiliary power, as a minimum - 30 kW (@ .8 PF) of selectable 120/208, 240/416 VAC, 3-phase, Y-configured, and two modes of export power (Mode I: 50/60 Hz, Mode II: 400 Hz); (4) not degrade the performance or capabilities demonstrated by the currently fielded HMMWV and (5) provide silent watch and silent mobility capabilities. All portions of these enclosures are subject to change at any time and are in no way binding on the Government and are not to be considered as final, established requirements. These enclosures are furnished for information purposes only with the understan ding that the Government is under no obligation of any kind to proceed with an acquisition in any way related to or based upon the data set forth in these enclosures. The Government is not requesting any interested or potential suppliers to incur any expe nses of any kind in connection with their review of the enclosures or their response to this survey. Nothing contained herein should be regarded as bases upon which to seek payment, reimbursement or other consideration from the Government. This letter is not intended as a solicitation of any proposal and submissions of an unsolicited proposal based on subject enclosures will not be given consideration. MARKET SURVEY QUESTIONS Hybrid Electric High Mobility Multipurpose Wheeled Vehicle (HE HMMWV) 1. Please provide information about your company (company name, address, web site, etc.). 2. Please provide information about the individual completing this survey (name, title/position, telephone number, and e-mail). 3. Detail your past and present hybrid electric (HE) experience. This should be done in terms of individual components and/or vehicles (government/commercial). Please be sure to include information on what testing you have accomplished to date (system, p latform, when, where, etc.). 4. What is your familiarity with power management? Power distribution? Thermal management? 5. Describe your experience with integrating HE technology into vehicles. Please note type of vehicle and whether it was a retrofit or ground up design. 6. Have you had experience in designing/building/integrating components/systems for use in adverse or military unique environments? (High Altitude Electromagnetic Pulse, Nuclear Biological Chemical, 30 - 60 inches fording, extreme environmental conditions, etc.) 7. Detail your experience with embedded diagnostics/prognostics? 8. Describe your experience in the area of battery management. 9. Do you have any experience with power generation/export/distribution (commercial/military)? If so, please elaborate. 10. If interested in the HE program, how would you prefer to participate? Would you be interested/capable of integrating HE components on a government Furnished chassis or would you provide HE components as a kit to be integrated by a separate company?
