- Title: Tactical Environmental Data Services \ Virtual Natural Environment Description: The Naval Meteorological and Oceanographic (MetOc) community provides relevant and timely data and information on the environment and its impact on operations. In order to provide this information where needed the software development for a distributed environmental database and data distribution system and associated applications is required. Space and Naval Warfare Systems Command (SPAWAR) PMW 155, MetOc Systems Program Office, currently develops and maintains the Tactical Environmental Data Server (TEDS) as the primary component for environmental data and its distribution. This new effort is intended to further expand upon the TEDS development and increase its applicability wherever environmental data is needed. SPAWAR anticipates issuing a solicitation for a base year with four one-year options. This procurement is expected to result in a cost plus fixed fee award term contract. This contract will have a base year and four one year options. The Government shall determine whether to award the term period (ATP), keep the contract unchanged, or reduce the contract term in accordance with the award term plan. We expect to release the final RFP on or about 15 May 2002, with proposals due 01 July 2002. This will be a full and open competition. This distributed environmental database system must receive, catalog, store, and distribute data over existing wide-area network (WAN) (i.e. NIPRNET/SIPRNET/JWICS) architectures. The data must be timely, accurate, and relevant with data assurance and data integrity requirements met. The distributed architecture includes ability to subset only required amounts of data to the end- user as well as deliver timely and relevant data from end- users back into the distributed database. The system will employ a combination of GOTS applications supported by a replicated and synchronized COTS database. The current COTS database procured for the TEDS project is Informix. The requirement includes a unique blend of competencies to develop, test, deliver and install the necessary software to support PMW 155?s MetOc and Geographic Information System (GIS) data management responsibilities. Development must occur on platforms and operating systems within the DII-COE for METOC systems to include, but not limited to HPUX 10.20 and 11.0, Solaris 2.6 and 8, Windows NT 4.0 and Windows 2000, and subsequent operating systems for similar platforms. The developer must be experienced in cluster and profile aware applications and in the DII COE to produce segments and support them according to the GCCS-M and DII COE guidelines. The major areas of performance include knowledge in METOC/GIS data types and methods, their storage and management, and METOC/GIS data libraries. Interoperability with several affiliated government and commercial organizations is essential. The contractor must have experience with relational and object databases including, but not limited to, Informix. A demonstrated knowledge of techniques to serve data in specific formats, units and projections for both the tactical and non-tactical community is required.
