- NAICS Code: 541380 The U.S. EPA, ORD/NRMRL requires quantitative chemical analysis of 45 water samples for 4-nonylphenol, octylphenol, nonylphenol ethoxylate, nonylphenolcarboxylate, estradiol, estrone, and estriol using a liquid chromatography/mass spectrometry method. The minimum limit of detection for 4-nonylphenol and octylphenol must be 0.5 ng/L, the minimum level of detection for nonylphenol ethoxylate must be 10 ng/L, and the minimum level of detection for estradiol, estrone, and estriol must be 0.5 g/L. The U.S. EPA believes that Environmental Health Laboratories, South Bend, Indiana is the only firm which has the capability to provide these specific analyses and therefore intends to negotiate on a sole source basis with EHL for this requirement. This notice is not a request for quotations. However, any firm believing itself capable of meeting EPA's requirement may submit technical documentation to establish the potential of performing the work. This documentation must be provided to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The anticipated award date is April 10, 2002. See Numbered Note 26.
