Description
This Request for Information (RFI) is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR), and is not a Request for Proposals (RFP). | The Government does not intend to pay for any information furnished pursuant to this RFI. | The Defense Supply Center Philadelphia (DSCP) seeks your expression of interest and any suggestions regarding DSCPs desire to establish supply support of various FSC 5315 PINS to DLA depots and/or U.S. Military units, camps, bases, and stations worldwide.| This prospective initiative will encompass a core group of 997 PINS, including: 62 Cotter Pins, 9 Retaining Pins, 44 Keys, 42 Grooved Headed Pins, 29 Grooved Headless Pins, 12 Hollow Pins, 20 Lock Pins, 301 Quick Release Pins, 14 Shoulder Headed Pins, 58 Shoulder Headless Pins, 35 Spring Pins, 160 Straight Headed Pins, 75 Straight Headless Pins, 6 Straight Threaded Pins, 13 Tapered Pins, and 28 Toggle Pins. | It has the potential to expand to 13,136 Various Pins over the life of the contract. | Annual estimated dollar value is $4 million. | The Government seeks information on vendors capabilities and ideas for providing supply support. | The item data and vendor survey can be obtained by email or fax. | Please send email to rherman@dscp.dla.mil and the market survey questions and listing of core items will be forwarded via email or fax (please indicate your preference). | Depending upon the nature of the responses to this RFI, the Government will determine such things as set-aside determination, acquisition strategy, and supply support methodology. | Each contract entered into under this prospective program will include surge and wartime readiness sustainment requirements. | We anticipate the use of Electronic Commerce. | The type of contract contemplated for this program is a firm, fixed price, or fixed price with economic price adjustment, indefinite quantity contract with one or more option periods of one or more years. | Current Long-term contracts in the United States have a two-year base period with three (3) one-year options. | Suggestions for other long-term arrangements will be considered. | Topics that vendors may wish to comment on include, but are not limited to: depot stock versus Direct Vendor Delivery support models; the feasibility and cost-effectiveness of such an initiative; demand models/usage monitoring and replenishment; pricing methodologies; vendor capabilities. | It is highly recommended that you use the vendor survey to guide you in the preparation of your response; however, feel free to elaborate to your satisfaction. | The Government desires to formulate a Request for Proposal using Best Value Source Selection evaluation criteria. | In such instance, DSCP will select one or more Contractors based on an integrated assessment of technical and price proposals. | Pricing and technical proposals will be of equal importance in the source selection decision. | The Contractor will deliver products which will conform to the requirements of cited specifications, drawings, standards, quality assurance provisions, approved part numbers, as described in the order, and will comply with any Department of Defense (DoD) Authorization Act or Appropriation Act restrictions, when applicable, as set forth in Part 225 of the Defense Federal Acquisition Regulation Supplement (DFARS 225). | Current DSCP vendors are reminded to review their ABVS scores for mistakes or incomplete data. | These scores may have an impact on future award determinations. | The DSCP ABVS administrator is Timothy Atwell 215-737-7844. | Responses to this RFI that indicate that the information therein is proprietary or represents confidential business information will be received and held in confidence for U.S. Government use only. | However, DSCP?s intent is to develop an RFP from the aggregate of the information provided from industry as a whole. | Please provide written responses by close of business April 26, 2002 to the following address: Defense Supply Center Phila ATTN: Ruth Herman (DSCP-IAAE), 3-B, #5418 700 Robbins Avenue Philadelphia, PA 19111 rherman@dscp.dla.mil FAX: 215-737-5151/7963 All responses must reference RFI no.
