Description
U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Environmental, Satellite, and Data Information Services, intends to negotiate on a sole source basis with Dr. Donald K. Atwood of Washington, D.C. The contractor will received briefings (informal or formal) and review material a. On ocean satellite observation capabilities in NOAA, other U.S. Government agencies, foreign agencies and the commercial sector; and b. outline observational requirements of the NOAA Climate Observation and Services Program. If required the Government will arrange/schedule briefings. The contractor will: (1) Prepare conceptual framework for ocean climate observations potentially undertaken by NOAA OceanWatch; (2) Assist in the development of a 5-year plan to expand the observational capabilities of NOAA OceanWatch to be responsive to Climate Observations and Services Program requirements; (3) Convene/conduct a workshop to explain and gain consensus for NOAA CoastWatch plan for ocean climate plan monitoring; (4) Compile existing information on the dominant spatial and temporal scales of the coastal ocean from the scientific literature; and (5) Assist in all aspects of the development of a NOAA/NESDIS program that justifies the need for high temporal and spatial resolution images in the coastal ocean and addresses or answers questions on the carbon cycle in these regions. This is a notice of intent and cannot be considered a solicitation, therefore no solicitation package exist. Award will be made using simplified acquisition procedures. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. Late responses will not be accepted. If no written responses with convincing documentation is received as to a companies documented and demonstrated ability to perform the work, an order shall be placed with the above vendor.
