Description
The Department of Labor, Employment and Training Administration (DOL/ETA), is soliciting proposals to select a contractor to aggressively market self-employment assistance as an effective workforce development strategy and to test the effectiveness of providing micro loans and entrepreneurial training services to workers through one-stop centers in urban and rural areas. The objectives of the project: (1) To test the viability of micro-enterprise initiatives in urban and rural one-stop environments;(2) To explore the effectiveness of an interagency model that melds complimentary micro-enterprise programs without duplication;(3) To help the economics of the selected urban and rural areas by helping to generate new small businesses and aiding the development of existing small businesses;(4) To identify and help alleviate barriers which exist to starting a micro-enterprise;(5) To understand the benefits and costs of integrating workforce and economic development;(6) To analyze the impact of small business formation and small business development on local urban and rural economies; and (7) To add to the growing body of knowledge concerning small business development and micro-enterprise in both urban and rural environments. The period of performance for the prospective award will be 48 months from the date of contract execution. The contract type is cost reimbursement. This requirement is being offered as a 100% small business set-aside. The North American Industry Classification System Code is 541611 and the size standard is $6 million. Request for Proposals will be available on the FedBizOpps site at http://www.fedbizopps.gov, approximately 15 days from the date of publication. Request for Proposals in hard copy form will be available, on a first come, first-served basis until the supply is exhausted. Telephone requests will not be honored. For requests made after the supply is exhausted, the Contracting Officer may determine whether payment of a fee is warranted. The fee will not exceed the actual cost of duplication of the solicitation document. Closing date for receipt of proposals will be May 14, 2002 at 2:00 PM local time. Requests must cite RFP-DCS 02-25 and must include two self-addressed labels. Failure to enclose labels may cause delay in receipt of the solicitation. No collect calls will be accepted. It is the sole responsibility of the offeror to continually view the website for any amendments to this solicitation. Offerors interested in networking and/or being placed on a bidders' list for the above-referenced RFP, please provide the Name and Address of Organization; Telephone Number; and Point of Contact.
