Description
SYNOPSIS: The work includes furnishing all labor, tools, equipment and materials to Accomplish repairs to a water-cooled chiller (Carrier Model No. 30HWC028-A-6). Repairs shall consist of replacing evaporator barrel, compressor, and associated work to completely repair chiller. The compressor is still under factory warranty. Verify equipment model number and electrical power requirements at the work site before ordering replacement parts. Main work shall consist of the following: (1) Recover and dispose of refrigerant and compressor oil for defective compressor in accordance with EPA Clean Air Act guidelines. (2) Remove defective compressor and replace with new or re-built compressor. Defective compressor shall become the property of the contractor and be removed from Coast Guard property. (3) Remove defective evaporator barrel (cooler) and replace with new one. (4) Replace all cores in refrigeration filters. Liquid and suction line filters without cores shall be replaced in-kind. (5) Make all necessary piping (chilled water and refrigeration lines) and electrical connections to chiller. (6) Verify proper chilled water flow through chiller. Make adjustments as necessary. (7) After making refrigeration-piping connections (silver solder), pressure test the system to ascertain there are no leaks in the system. Evacuate system per manufacturer?s recommendations. Recharge system with refrigerant per manufacturer?s recommendations. (8) Start-up chiller. Test and verify that chiller is functioning properly. (9) Contractor shall perform all work in accordance with manufacturer?s (Carrier) written instructions. When written manufacturer?s instructions conflict with these instructions, the manufacturer?s written instructions shall be followed. All above-mentioned work shall be accomplished within 15 calendar days after contract award. If replacement parts are not in stock locally, contractor shall provide a statement in writing from the manufacturer (Carrier) stating when parts will be delivered. Provide manufacturer?s standard warranty for all parts. Provide a minimum of 6 months labor guarantee on all labor. Arrangements for visiting the site may be made by contacting: Commanding Officer U. The estimated price range is less than $25,000. Award will be made to the responsible, responsive quote based on best value to the government. This solicitation is being issued as an Emerging Small Business Set-Aside pursuant to the Small Business Competitive Demonstration Program An Emerging Small Business is defined as a small business concern whose size is no greater than 50 percent of the numerical size standard applicable to the NAICS code below. The North American Industry Classification System (NAICS) code is 235110, with a size standard of $12 million.
